Job Summary: You will serve as the Branch Head in the Technology, Integration, & Logistics Branch (Code 8120) of the Naval Surface Warfare Center, Carderock Division (NSWCCD), CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Major Duties:

  • You will provide technical guidance, supervise branch personnel, develop strategic plans, and provide financial management for the branch.
  • You will maintain effective relationships with sponsors and customers, understand customer requirements and translate those requirements into an effective task plan (Statement of Work, Plan of Action and Milestones, Cost Estimate).
  • You will develop and review documents (e.g. technical reports, academic/scientific papers, proposals, and presentations) for upper management and sponsor review.
  • You will brief senior level leadership on the progress achieved toward meeting strategic objectives.
  • You will participate as a technical member of the branch’s workforce.
  • You will recruit for branch positions, develop the advertisement, interview candidates, and select personnel.
  • You will coordinate mentorship efforts within the branch, assign to senior engineers/analysts the responsibility to instruct and guide junior engineers/analysts to promote professional development in the branch.
  • You will create individual development plans (IDPs) including brokering rotational opportunities with other organizations/groups to promote employee development.
  • You will project funding income and expenditures, ensuring that all costs have associated funding.
  • You will create hiring plans to correspond with growth in future funding and create transition plans for staffing adjustments due to increases/decreases in funding in different knowledge areas.
  • You will set performance expectations with employees and periodically meet with them to ensure they are on target for success in their work context.
  • You will recommend bonuses, performance awards, and carry out disciplinary actions when situations require it.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist providing leadership of technical projects involving Science and Technology, engineering, development, and transition to the fleet. This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), a Naval Architect (0871-series) an Operation Researcher (1515-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate.
