Manager, Cost Estimating

Job Summary:

Leads the timely and accurate delivery of cost estimates to support the planning and execution of LUMA’s capital projects. This role ensures reliable project costing while continuously improving estimating processes, enhancing forecasting accuracy, and providing strategic insights.

Job Description:

  • Provides direction and leadership to a team of Cost Estimators, assigning tasks and guiding daily activities to ensure estimate accuracy, team efficiency, and timely delivery of cost proposals.

  • Reviews and improves estimating procedures and validates cost estimates to eliminate inefficiencies, ensure consistency with company standards, reduce turnaround time, and support scalable project delivery.

  • Drives strategic initiatives within the estimating function to support long-term capital planning, risk mitigation, and value creation aligned with organizational goals.

  • Prepares and presents dashboards and performance reports to leadership, highlighting key metrics and trends to support data-driven decision-making.

  • Participates in project planning and contract pre-plan meetings, providing cost insights and strategic input, while engaging stakeholders and presenting estimates to senior leadership and project teams to ensure alignment on scope and budget.

  • Defines and monitors key performance indicators (KPIs) to assess team performance and promote accountability.

  • Collaborates with Finance and Project teams to align estimates with budgeting and forecasting goals, while managing the division’s budget to support resource planning and operational efficiency.

  • Provides coaching, and performance management for direct reports, including setting clear expectations, conducting regular performance reviews, supporting professional development, and addressing personnel issues constructively to foster a high-performing and collaborative team environment.

  • Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.       

  • Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.

  • Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Additional Job Description:

Education

  • Bachelor’s Degree in Construction Management, Civil Engineering, or related field from an accredited university.

Experience

  • 5 to 7 years' experience in cost estimating or project controls, preferably from an electrical utility, with at least 3 years' overseeing employees directly, leading teams, budgets and projects in a supervisory or team management role.

  • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.

  • Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role:

  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years in a Manager role.

Competencies (Skills)

  • Knowledge of AACE guidelines and estimating concepts.

  • Proficient in cost estimating software, project planning tools (e.g., Microsoft Project), and computer applications including MS Office Suite, with advanced skills in Excel and Power BI.

  • Strong interpersonal, organizational and management skills.

  • Proven ability to influence and communicate with senior leaders, external consultants, legal counsel, regulatory agencies, and industry stakeholders, with strong skills in strategic presentations and meeting facilitation.

  • Strong analytical and problem-solving skills with experience in data-driven decision-making.

  • Ability to work under tight deadlines and manage multiple priorities effectively.

  • Knowledge of industry pricing trends, procurement processes, and financial forecasting.

  • Ability to work in a multi-disciplined team environment including vendors, subcontractors and clients.

  • Strong verbal and written communication skills in both English and Spanish are preferred.
