What is the opportunity?

The Regulatory Change Triage Manager supports the enterprise regulatory change management program. This role performs centralized initial assessments of applicability of regulatory developments, applying firmwide standards to workflow applicable items to Compliance oversight teams, while filtering out non-applicable or duplicative content. This position requires strong regulatory reading comprehension, structured decision-making, and the ability to operate accurately in a high-volume, governance-driven environment.

What will you do?

  • On a daily basis, the team in Kuala Lumpur (“KL”) will review and triage CUBE alerts to make an initial assessment of applicability to RBC
  • Provide an initial assessment of the relevancy of the alerts to the operations of RBC
  • For alerts considered not relevant, KL will:
    • Tag alerts and update their status in Regin sight
    • Add rationale for decision (“NR Rationale”) from the list of standardized terminology
  • For alerts considered relevant, KL will:
    • Create workflows in CUBE
    • Link alerts with same issuing body, same title, and same content (“Duplicate Alerts”) on best efforts basis when alerts are received on the same date, if applicable
    • Link alerts with the same issuing body, different or same issuance type, and same topic (“Related Alerts”) on best efforts basis when alerts are received on the same date
    • Add the following limited details in CUBE:
    • effective date,
    • additional effective date(s), if applicable
    • due date,
    • triage commentary
    • Relevancy rationale
    • Rationale for selecting the Applicable Hub
    • Commentary noting relationships between alerts that may be related (e.g., same subject matter) but that are not Related Alerts as that term is defined above. This commentary is provided on a best efforts basis when alerts are received on the same date.
    • applicable hub,
    • primary functional owner (PFO), and
    • names of specific individuals aligned to the PFO)
    • Assign alerts to Primary Functional Owners
  • SLA: KL will triage alerts within 5 business days from the alert date in CUBE

Regulatory Inventory Updates

  • Review the relevant alert that has completed impact assessment and been assigned Level 1 “imposes requirement” in RegBook to identify new or amended regulations
  • If the RegBook is not available on CUBE, KL will alert Enterprise Compliance. There is no action for KL to take in RegGroups if the RegBook is not available.
  • If the new or amended language imposes a requirement, KL will validate if a RegGroup already exists.
  • If a RegGroup exists and the alert amends or updates a RegBook available in CUBE, KL will create or edit RegGroups in CUBE as per RBC’s pre-established processes.
  • KL will link the alert to the new or amended RegGroup.
  • If the language does not impose a requirement, RegGroups will not be created or edited
  • SLA: KL will complete RegGroup updates within 5 business days from receipt of the alert from RBC’s applicability and impact assessment
     

Status Meetings

  • One (1) status meeting with Enterprise Compliance weekly
  • One (1) status meeting with each region (US, CAN/CARIB, EU/UK, APAC) and Functions monthly

What do you need to Succeed ?

Must -have

  • Must completed bachelor degree in Finance, law Business or any discipline degree 
  • 3-7 years of experience in Compliance, Internal Audit or Risk Management, specifically finance services industry
  • Strong proficiency in English. You must be able to understand the region nuances and hidden meanings in the business communication
  • Ability to handle highly confidential and sensitive information with absolute discretion
  • Advanced proficiency in Excel to manage large dataset of communications logs

Nice-to-have

  • Experience of Capital Markets or Wealth Management Compliance, a trading background or a finance degree or similar
  • Good knowledge in Microsoft Excel, SQL or data visualization tools to help automate reporting
