Overview

The Manager-Community Services oversees, manages, directs, leads, and monitors the Community Care programs and/or Community Center Facility and related programs. Ensures effective operations and engagement of community organizations, clients and patrons.

Essential Functions

1 Manages and oversees human services programming within the Office of Community Care within a specific focus area. Focus areas may be defined by services or program types, such as Financial Stability Programs, Youth and Children’s Programming, social services and assistance programming, or other program types administered by the Office, or Community Centers operations, programming and management.

2 May include oversight of staff providing insight, direction, and assistance; schedules, delegates, assigns, monitors, and delivers effective performance evaluations and feedback.

3 Responsibilities may include oversight of program design and development, solicitation development, stakeholder relationships and/or facility staff, operations, functionality, maintenance, and cleanliness; as well as on site programming partnerships in alignment with Community Care strategy.

4 Events and outreach programming implementation is a critical component of the work for all Community Care Managers. This could include the planning and implementation of community-based events at various City and partner sites and/or, for managers with facility oversight roles, the coordination, facilitation and management of the use of facility(ies) for special events, general usage, and other operations; provides management level expertise for challenging situations and ensures appropriate staffing and materials.

5 Prepares and assists with outreach material and outreach events; engages and interacts with the community in a meaningful and purposeful way to promote community center and its programs.

6 Oversees, supervises, and monitors the success of the Community Center; performs any necessary actions to facilitate successful operations; interacts with patrons, evaluates staff, determines procedural changes, and ensures safety and cleanliness.

7 Coordinates with Contracts and Compliance Team to provide monitoring and oversight of human services contracts, with a focus on client and community impact.

8 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of City policies and procedures or ability and willingness to quickly learn.

2 Subject area knowledge dependent on the specific program(s) to be managed.

3 Experience with social services program budgeting and financial oversight, contracts oversight, procurement processes

4 Knowledge of effective outreach and community engagement practices.

5 Ability to work with computers and provide information.

6 Ability to manage, lead, and direct internal or contractor-delivered programming and/or operations of a Community Center.

7 Ability to lead and supervise staff providing performance feedback and direction.
8 Ability to assist and direct various community members, clients and patrons. Communicating effectively verbally and in writing. Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS

EDUCATION:

  • Bachelor’s degree in business, public administration, or social science field

EXPERIENCE:

  • Five (5) years of professional level experience in program development, implementation, or evaluation OR contract management and compliance

AND

  • Three (3) years of supervisory/management responsibilities (This experience may be included in the required experience listed above.).

EQUIVALENCIES:

  • High school diploma or GED plus nine (9) years of the required experience, including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

  • Associate degree in any field plus seven (7) years of the required experience, including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

  • Bachelor's degree (or higher) in a non-specified field plus seven (7) years of the required experience, including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.

  • Master's degree (or higher) in a specified field plus three (3) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.



Salary Range

 

$73,590.40 - $91,977.60
