What is the opportunity?

As the Manager, Benefits Delivery, you will be responsible for ensuring the delivery of benefit services administration to RBC employees and retirees in accordance with RBC HR policy and guidelines. To promote a participatory work environment that encourages team spirit and professional self-development.

What will you do?

People Leadership and Development

  • Lead benefits services team.

  • Ensure training is provided to develop requisite skills, knowledge and competencies.

  • Establish performance standards, reporting and review processes.

  • Enhance employee commitment through special initiatives and active encouragement of self-development, team work and customer focus.

  • Fosters a participatory work environment that values diversity and promotes reward and recognition on an ongoing basis.

Operations Management

  • High degree of accountability and decision-making responsibility in relation to group benefits administration requirements, processes and related tax requirements as it applies to: Health, Dental, STD/LTD, Life Insurance (Basic and Optional), Accident, Disability and Dismemberment, and Out of Country.

  • Provide leadership on project work, including Annual Enrolment Project (AEP), ensuring priorities are adhered to and that appropriate resources are assigned.

  • Ensure regulatory requirements for Benefits Administration are followed.

  • Responsible for finding solutions for sensitive and one off situations.

  • Interpret benefit policies and provide guidance regarding group benefit programs.

  • Provides feedback to policy makers regarding staff/retiree inquiries, research results, concerns and share recommendations.

  • Ensures appropriate systems/programs are in place to accurately maintain employee/retiree Group Benefit records. 

  • Recommends and implements improvements to the processing of benefit enrolments ensuring proper controls are in place.

  • Implements and maintains regular reports to validate and ensure proper audit controls are in place.

  • Supports the enhancement of group benefit knowledge of department and HRCC staff through the delivery of product knowledge sessions regarding group benefit policies. Keep staff informed of changes/enhancements to policy design and system changes.

  • Co-ordinate and participate in monthly / quarterly reviews i.e. SOX, Rideau Audit, Update UAG for Internal Control purposes.

  • Co-ordinate and participate in internal/external audits of benefit plan administration.

Service Delivery

  • Lead the benefit administration services team in the delivery of benefits administration and servicing to RBC employees and retirees in an accurate, timely and professional manner within the set-out service standards.

  • Ensure administration practices are adhered to as they apply to mergers and acquisitions and that member records are accurate as they pertain to benefits.

  • Collaborate with key stakeholder partners and work closely with COE.

  • Point of escalation for benefit program related issues raised by Contact Centre.

  • Participate in quarterly vendor management SLA reviews: Telus and RBC IS.

What do you need to succeed?

 Must Have

  • Working knowledge/experience in dealing with policy interpretation and employment legislation.

  • Solid working knowledge and experience in Flex Benefits design, administration requirements and policies.

  • Critical Thinking.

  • Project and Task Management skills.

  • Research and analytical skills to conduct comprehensive reviews of relevant data and documents in complex or unusual cases and provide related recommendations.

  • Operations management skills.

  • Excellent oral communication, interpersonal and presentation skills.

  • Understanding impact of Mergers and Acquisitions on Group Benefits.

  • Strong PC skills (Microsoft Excel, Word).

  • Group Benefits Associate certificate.

 Nice to Have

  • Business Knowledge Functional Expertise.

  • Experience with WorkDay and/or SAP.

  • Solid working knowledge and experience in Flex Benefits design, administration requirements and policies.

  • Working knowledge of Retiree Benefit administration systems (BenPlus & BenFlex).
