Major Duties:

  • Summary: The primary purpose of this position is to provide planning, direction, organization, and exercise control in support of mission requirements. To maintain, employ, and direct the operations to provide realistic world-wide distributed and interactive exercise support for EUCOM, AFRICOM, CENTCOM, NATO AIRCOM and Partner Nations and training to warfighters throughout USAFE-AFAFRICA. Assignment involves problems and issues which specifically require. To lead the members of the operation division for 5th Combat Training Squadron (5CTS). Duties: Serves as Deputy Chief of Exercise Operations and Exercise Director to USAFE/A3/10, Commander of the Warfare Center, and 5th Combat Training Squadron. Plans, organizes, and directs the activities of exercise and training operations from the strategic to tactical level, ensuring that work complies with legal and regulatory requirements and meets customer needs. Represents UAWC and 5 CTS with a variety of AF and interested organizations at meetings and conferences to include, but not limited to, simulation model tests, capabilities working groups, and conferences. Balances the interest of a variety of clients, both internal and external to the organization, the AF, DoD, and outside agencies to achieve mission goals and objectives.

Qualifications: Conditions of Employment (cont.): This position has been designated by the agency as a Testing Designated Position (TDP) under the agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the agency, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies, and precedents which affect the management and use of the various plans programs; Knowledge of the major issues. program goals and objectives, work processes and administrative operations or the installation organizations; Knowledge of plans requirements and related support resources; Skill in exhibiting judgment and analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives; Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures; Ability to communicate and work effectively with numerous organizations and at various levels within, including contact and coordination with a variety of military units; Ability to effectively coordinate ongoing activities of multiple organizations and to combine requirements and tasks into a comprehensive document. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of C4I systems, simulation concepts, and practices; and interrelationships of multiple joint platform specialties, emerging technologies, and their application to the simulations environment. Knowledge of safety and security regulations, practices, and procedures. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to Simulation concepts and C4I systems. Skill to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. Ability to apply experience towards large scale exercise planning, execution, and debrief concepts, principles, practices, policies, methods, techniques, requirements, and procedures to effectively supervise strategic to tactical level exercises. This includes skills enabling multiple simultaneous large-scale project development, testing and evaluation, and execution supervision. Ability to lead, oversee, and manage the work of other technical personnel. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
