Job Summary: This announcement is open to current Career or Career-Conditional EEOC employees. As a Management & Program Analyst (Budget) at the GS-0343-13, you will be part of the Office of General Counsel (OGC), Library and Business Division (LBD). If selected, you will be responsible for providing administrative, analytical, financial, and contracting support to headquarters and field litigation units.

Major Duties:

  • Ensure compliance with budget allocations; manage personnel-related activities; and support procurement, travel, and other operational functions for OGC Headquarters and field litigation units.
  • Monitor funding and expenditures to ensure litigation programs remain in compliance with EEOC budget allocations and financial policies.
  • Review and analyze requests for funds to determine appropriateness, availability, and alignment with program requirements.
  • Execute financial transactions, including obligating and deobligating funds, in accordance with established procedures and internal controls.
  • Reconcile accounts; assist in preparing financial reports; assign OGC performance plans; and oversee, coordinate, and track major recurring personnel activities for the Office of General Counsel.

Qualifications: For the GS-13: You must have one year of specialized experience equivalent to the GS-12 level in federal service. Specialized experience must include Experience: Performing budget execution functions, including monitoring and reconciling accounts, obligating and deobligating funds, preparing financial reports, and ensuring compliance with financial regulations and allocations. Overseeing procurement activities such as planning, market research, evaluation, and contract monitoring in accordance with the Federal Acquisitions Regulation (FAR). Coordinating administrative and human resources support functions such as training, hiring processes, performance plan tracking, inventory, and travel logistics, while collaborating with internal stakeholders to support program operations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level.
