Job Summary: Administrative employee that is capable of supporting any and all technical programs, project, policies and procedures associated with air traffic.

Major Duties:

  • Duties at the FV-I level: Applies experience and comprehensive knowledge in collecting, extracting, & recording data/information from programs, studies, or reports related to assigned programmatic areas. Gathering and compiling information and requirements from stakeholders throughout the district. Conducts complex studies that result in recommendations to improve organizational processes, structures, and management policies; independently plans for organizational and resource utilization issues that directly influence policy and operational decisions affecting assigned programmatic areas. Provides recommendations on articles for the various communications vehicles available. Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include financial, programmatic interfaces, and impact of not meeting goals and objectives. Reviews and analyzes draft regulations, new policies, operating instructions, standard operating procedures, and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner. Develops recommendations based on management studies and surveys and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems monitoring expenditures and developing quarterly/annual/interim reports as required. Drafts correspondence, district/facility wide messages, and internal communications articles; prepares reports, graphs, and charts for background information for presentation to senior management (e.g., Tableau, Microsoft Office, etc.); assists in planning, coordination, and logistics for district events (dashboard, town halls, site visits, etc.). Works with employees and leadership at all levels of the organization. Track and maintain documentation provide data analysis for district management officials for a broad range of administrative functions/programs such as labor relations, time and attendance, procurement, travel, logistics, finance, and coordinates requests for personnel actions and recruitment requests with HR. Provides advice and guidance to management officials at all levels throughout the district. Provides guidance for the preparation, presentation, formulation, justification, and execution of administrative process and programs, which includes an in-depth knowledge of organizational agreements, MOUs, applicable precedents, agency manuals, directives, and research materials. Provides advisory and technical services to district employees/management officials on the preparation of budget estimates, justification statements, and budget execution plans, including such matters as the distribution of allotments and availability of budgetary funds for program purposes. Performs other duties as assigned to support the Air Traffic Services mission. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. At the FV-H level, you will have management direction, periodic review, and will be gaining experience to perform at the FV-I level.

Qualifications: To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-G or FG/GS-10/11 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes experience performing duties independently with responsibility for effective operation and maintenance of technical programs, (i.e. Training, QC, Planning and requirements, and Airspace and procedures), project, policies and procedures. Experience planning, developing, monitoring and executing actions required to manage technical programs. To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-H or FG/GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes experience applying policies and procedures to FAA administrative program activities affecting the Air Traffic Organization, such as interpretation and application of human resource management activities, staffing/recruitment, compensation, workforce management tools, office administration oversight, financial management, budget forecasting, monitoring and tracking expenditures, analyzing budget/fiscal reports, purchasing and other finance-based programs, processes and systems affecting an organization.
