Job Summary: This position is located in the Library Enterprises Directorate, Chief Operating Officer. The position description number for this position is 432482. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Major Duties:

  • This position provides guidance and assistance to directorate staff and management by creating and managing strategic, performance, and risk plans. The incumbent uses familiarity with all related rules, regulations, directives, and best practices to perform performance and risk management. Duties include planning, organizing, and analyzing directorate and service unit-wide strategic planning and performance management; development of budgetary requests supporting initiatives, including strategic mapping, cost estimation, alternatives analysis, and return on investment; program analyses to improve operational efficiency and effectiveness; and development, maintenance, integration, and improvement of performance and risk management reports. While performing daily duties, the incumbent is also responsible for ensuring proper handling and security of Library of Congress materials. Guides the development, evaluation, and improvement of the service unit Directional Plan. Coordinates with and advises service unit and directorate leadership on the development of program goals, objectives, and supporting initiatives. Uses knowledge of rules, regulations, and best practices to develop realistic short-term and long-term goals and performance targets. Provides expertise and makes recommendations on risk management related to proposed initiatives and business processes. Reviews proposed directorate goals and risks for conformance with best practices and applicable regulations. Serves as a liaison between directorates and the Office of Strategic Planning and Performance Management (SPPM), maintaining communications across the service unit and alerting directorates of any changes in policy. Creates schedules, workflows, materials, and guidelines to facilitate the completion of strategic planning activities. Uses materials and expertise to keep leadership and staff well-versed in state-of-the-art performance and risk management methods and tools. Maintains records of all strategic, performance, and risk decisions. Tracks and uses historical data to develop long term performance reports, analyzing trends and recommending changes. Works with SPPM and directorate staff to develop reports and presentations related to performance and risk management. Conducts assessments of directorate and division operations, analyzing processes and procedures to improve efficiency in meeting organizational goals. Conducts gap analyses of processes against best practices, benchmarks, and regulations. Provides actionable recommendations to close gaps and improve processes. Works with directorate management to identify and minimize business risks. Assists with assessment, response to, and closing of audit findings. Assists directorates and provides technical assistance in preparation of New and Expanded Program Requests. Based upon knowledge of the objectives and priorities of the directorates, identifies potential initiatives to improve programs and operations. Compiles cost data and benefit projections for various alternative situations based on sensitivity analysis to maximize return on investment. Develops data charts, tables, and graphs used to identify, develop, and defend budget requests. Works with directorate staff to develop executive summaries, align requests with strategic plans, develop risk statements, and produce rigorous cost-benefit estimates. Liaises with external service units as needed to coordinate approaches in developing program requests. Works with directorate and service unit budget staff to identify unfunded requirements. Uses expertise in strategic goals and program operations to develop and prioritize unfunded needs across the service unit. Assists directorate staff to complete IT Business Cases for new IT projects. Maintains knowledge of IT review process and procedures for completing business cases. Provides advice and guidance to directorate staff on full and correct submissions. Reviews, corrects, and submits business cases to OCIO for review. Maintains contact with OCIO and directorate staff to ensure completion and/or correction of business cases. Performs technical analyses and provides support in the identification and investigation of automation problems and opportunities. Designs, develops, and administers the office's data management and processing systems and programs related to performance, risk, business development, and related tasks. Determines new methods to efficiently manage, aggregate, synthesize, and analyze information. Creates reports and dashboards to easily transmit information to directorate and service unit leadership. Performs other duties as assigned.

Qualifications: Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of rules, regulations and best practices to execute strategic planning and program analysis. ** Ability to develop and implement the risk analysis and management program for an agency or organization. ** Knowledge of financial planning, analysis and reporting to improve programs and operations. ** Ability to serve as a liaison for an organization and develop, negotiate, influence, persuade others, and maintain effective working relationships. Ability to perform technical analysis and identify automation problems and opportunities. Ability to communicate effectively other than in writing.
