Job Summary: The Management and Program Analyst serves as a high-level administrative expert for the Physical Medicine and Rehabilitation Service (PMRS), reporting directly to the PMRS Chief. This position is responsible for ensuring the efficient and effective delivery of all PMRS programs in alignment with the PMRS mission, Lexington VA Health Care System (LVAHCS) goals, and Veterans Health Administration (VHA) standards.

Major Duties:

  • The incumbent will provide leadership in strategic administrative planning, resource allocation, performance improvement, and oversight of daily operations. This position requires a mastery of qualitative and quantitative methods for assessing program effectiveness and complex management systems. Duties include, but may not be limited to the following: Manages and oversees all PMRS resources, including financial, personnel, and equipment. Develops and implements strategies for the efficient allocation of resources to support PMRS programs. and services. Approves expenditures for all non-recurring items, ensuring they align with budget priorities. Works with Human Resources (HR) and Credentialing and Privileging (C&P) on the hiring of PMRS staff, establishing priorities for personnel, services, supplies, and equipment. Develops and implements standardized performance metrics to measure the quality and timeliness of administrative support services. Identifies long term trends in workload, acuity, and costs to forecast future program requirements. Translates findings into comprehensive business plans and strategic decision papers for executive leadership. Develops administrative norms and procedures for the allocation and distribution of resources across the service. Applies a mastery of advanced management and organizational principles to analyze the administrative health of service. Serves as the senior management analyst responsible for the comprehensive evaluation of PMRS program effectiveness. Analyzes interrelated issues of effectiveness, efficiency, and productivity to develop authoritative recommendations for organizational restructuring. Analyzes the efficiency of administrative support functions across multiple campuses and CBOCs. Develops new administrative criteria and internal policies to ensure compliance and optimize program performance. Designs and conducts complex management studies to resolve substantive problems in health care delivery. Develops new criteria for measuring program accomplishments and evaluates the effectiveness of PMRS programs. Utilizes advanced qualitative and quantitative techniques to mine and interpret data from VHA sources. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the overall mission, functions, and organization of the Physical Medicine and Rehabilitation Service (PMRS), the Medical Center, and the VISN; Knowledge of management principles and organizational theory to conduct studies of substantial scope regarding the efficiency of health care delivery systems; Mastery of qualitative and quantitative analytical techniques to measure the effectiveness of PMRS programs, including the VISN 9 Network Site for Polytrauma and Amputee Systems of Care; and Knowledge to independently design and conduct comprehensive management studies, analyze new legislation and VHA Directives, and translate external requirements into internal policies. Preferred Experience: Experience in management roles such as supervisory, managerial, or executive positions involving coordination or oversight of programs, people or teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
