Job Summary: This position is located in the Office of the Director, Montgomery Regional Office (RO). The incumbent serves as a Management Analyst and member of the professional staff for the Montgomery RO Director. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the RO Director on pertinent issues associated with the effectiveness and efficiency of Montgomery RO operations as they relate to the delivery of benefits and service to Veterans.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-Grade: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. To support your claim of time-in-grade, you must submit a promotion, within grade increase, or an appointment SF-50. GS 11 To qualify at the GS-11 grade level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9). Specialized experience: includes knowledge of qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. The duties and responsibilities of this position are at one level below, Management Analyst, GS-343-12, and in a training status. OR Applicants may substitute education for experience to qualify at the GS-11 grade level: Applicants must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. GS-12 To qualify at the GS-12 grade level: Applicants must have one year of specialized experience equivalent to the GS-11 level. Specialized experience: includes basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Specialized experience also includes skill in applying communication techniques sufficient to present plans and proposals convincingly. There is no education substitution at this grade level. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
