Job Summary: The Office of Acquisition and Logistics (OAL) supports America's Veterans and families by delivering acquisition, logistics, and supply chain business solutions. The Program Analyst provides mission and program requirements analysis and management for major projects and programs being developed within OAL Command. This position is primarily concerned with analyzing, evaluating, and improving the efficiency of and effectiveness of operating acquisition and logistics programs.

Major Duties:

  • This position is located within the Office of Logistics and Supply Chain Management Service (LSCM). Major duties include, but are not limited to the following: Ability to plan, organize, and direct teams to support projects, to effectively manage tactical implementation of strategic goal and objectives, including direct experience managing multi-disciplined groups, such as developers, trainers, testers, business analysts, configuration managers, organizational change managers, etc. Provides enterprise support/services for the development and management of standardized enterprise logistics and supply chain activities, along with related policy (if applicable), procedures, guidance, and instructions (as appropriate). Participates in cross-functional project teams to ensure organizational objectives are achieved, supporting internal and external business development programs/projects, and provide expertise and analysis to program/project management teams that carry out complex program management actions. Provides support/services for a full range of programmatic and oversight duties related to the acquisition lifecycle. This includes the development and management of enterprise standards related to: the federal acquisition regulatory guidance, legislative, executive, and internal procedures, guidance and instructions (PGI); compliance and risk management; acquisition activities internal controls; and acquisition business systems. Coordinates the evaluation and analysis of special projects designed to meet critical, unique, or innovative organizational performance needs for an organization. Work Schedule: Monday to Friday, 8:00am to 4:30pm Location: The selectee will be required to report on-site at 810 Vermont Ave., NW, Washington, DC 20420. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing acquisition plans. Identifying requirements and creating strategies to acquire products and services. Monitoring program performance, maintaining schedules, and implementing improvements. Developing and briefing reports and risk assessments for leadership to support milestone decisions. Ensuring all activities meet statutory, regulatory, and policy requirements. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.
