Major Duties:

  • The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Independently leads the assessment of overall objectives and goals of projects and programs within assigned areas. Communicates goals and objectives to executives and management to determine potential impacts on Taxpayer Services operations. Findings and recommendations are considered technically authoritative and normally accepted without significant revision. Plans, coordinates, and establishes operating methods and procedures to accomplish project objectives. Directs, as needed, the development and implementation of employee training related to these efforts. Reviews and integrates training initiatives across offices, branches, and sections in a cross- functional manner within Taxpayer Services and other BODs. Conducts extensive analyses of complex project and program data, requirements, and operational impacts; identifies systemic issues and improvement opportunities; and formulates corrective actions to mitigate risk and enhance effectiveness. Strategically allocates project resources to achieve objectives and recommends resource realignment to address emerging priorities. Qualifications: Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience must include: Applying a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, relating to call center and campus operations; providing Contact Recording and technical support. Applying management and organizational principles to programs, projects and studies concerning the efficiency and effectiveness of operations improvement and project management to evaluate complex projects and studies and identify problem areas, trends, deficiencies and other similar factors affecting operations. Utilizing communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Identifying, troubleshooting, and elevating Information Technology issues and using Information Technology systems integration, automation, and application lifecycle management. Utilizing Microsoft Power Platform tools, specifically PowerApps and Power Automate to modernize processes and improve operational efficiency. Using data analytics tools and environments (including Microsoft SQL Server) to extract, analyze, and interpret complex data sets to support program objectives. Identifying and resolving or elevating identity theft issues, trends, and mitigation strategies within a tax administration or financial environment. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
