The primary purpose of this position is: supporting the Combatant Command Commander (COCOM), Joint Task Force Commanders (JTF), CENTCOM Staff, Joint Staff (JS) in validating, obtaining, and managing contingency-based manpower requirements and personnel resources to perform the CENTCOM mission.

Major Duties:

  • Develops Joint Manning Documents (JMD) and procedures concerning Joint Individual Augmentee(JIA) requirements for mature and emerging contingency operations, missions, responsibilities, andrelated issues. Works Joint Manpower Submissions, Sourcing Solutions and Risk Assessments. Prepares and coordinates all joint manpower submissions to include establishing new Joint Manning Documents, annual, semi-annual and out-of-cycle submissions for subordinate joint task forces, sub-unified commands, and CENTCOM headquarters. Fourth Estate Manpower Tracking System Data Base, and Augmentation positions Manager in theCENTCOM Master Personnel System. Manages system access for the Individual Augmentationmodule of the database for all subordinate joint task forces and CENTCOM directorates. Conduct quality assurance reviews on all joint task force submissions and CENTCOM directorates' requests. Update the database with all the modifications to Annex D of the Global Force Management Allocation Plan (GFMAP) contained in the SECDEF Orders Book (SDOB). Augmentation Workforce Management & Integration into CENTCOM plans and operations Coordinator. Responsible for coordination of all contingency manning and manpower programs and the integration of service deployed personnel within the CENTCOM 41-country area of responsibility (AOR). Recommends deployment/redeployment personnel policy strategic planning guidance through analysis of requirements, status of document(s), document staffing and validation. Manpower Augmentation Policy Manager and Trainer for Joint Manning Document Management andFourth Estate Manpower Tracking System. Originates, reviews, revises, coordinates, and interpretsdirectives and policies pertaining to manpower augmentation. Manages the compilation of informational data, the maintenance of manpower criteria/standard files, and pertinent Service documents that pertain to billet allocation and JMD prioritization. Represents CCJ1 in all Force Management conferences and board at both CENTCOM and Joint Staff-Level. Provide CCJ1-MPA concurrence to all emergent Requests for Forces (RFFs) and RFF changerequests to ensure headquarters-level requirements are integrated into JMDs and requests do notduplicate capabilities already sourced through Annex D of the GFMAP.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of analytical and evaluative methods to evaluate workflow, thorough knowledge of quantitative and qualitative methods and techniques in order to develop solutions to management problems and recommend the optimum manning structure that responds to the organization and mission of the command, knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied, and knowledge of program development and formulation of policies and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Global Force Management, Manning, Administrative Manpower practices, and information retrieval, particularly including computer database search and Internet search for both records and data relevant to job functions. Skill in maintaining databases and producing information(data) products through the use of a computer and software programs. Knowledge of the mission, roles, functions, organizational structures, management, and operation of joint command organizations to provide directorate level administrative staff guidance and participate in the development of Manpower administrative goals and policies. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied or served, and related customers, functions, resources, and users. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Skills in applying analytical and evaluative techniques to identifying, considering, and resolvingoffice management or administrative issues or problems (particularly of a procedural nature); as wellas applying office procedures, file/records creation, and maintenance, juggling multiple tasks andpriorities and keeping track. Effectiveness interacting with supervisors and colleagues obtaining information about organizational missions, function, and work procedures. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to research, analyze, interpret and apply rules, regulations, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOPSECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed. 2. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. 3. This position requires the employee to travel, on occasion, for long periods away from the normal duty station to include CONUS or OCONUS and may include remote or isolated sites. The employee must be willing and able to-travel on military and commercial aircraft. This position may require the employee to travel to hostile environments. 4. Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
