Job Summary: This position is part of the WAPA Headquarters. As a Management and Program Analyst, you will apply WAPA policies and analytical procedures to evaluate OCIO business functions, ensuring continuity in strategic planning, procurement, and project management. Coordinate with IT requestors, business partners, and procurement specialists to manage procurement processes for the OCIO and provide analysis, advice, and expertise on IT program operations.

Major Duties:

  • As a Management and Program Analyst, you will: Provides expert advice and consulting services to implement IT Business office program strategies. Facilitates, supports, evaluates, develops, and implements meaningful performance objectives and measures that are aligned with DOE and WAPA IT purchasing program strategy. Research and recommend appropriate actions or interpretation of issues that impact internal and external stakeholders, which may affect the structure and future work of the IT organization. Ensures the OCIO purchasing programs, functions, and activities are accomplished in a cost-effective manner and are performed within a quality-focused work environment which is sensitive to the needs, interests, and concerns of business partners, customers and stakeholders. Supports transparency of IT procurements across WAPA and its program elements. Monitors and tracks WAPAs technological portfolio and research, and identifies new techniques, needed changes, and upgrades to maintain system readiness and security. Provides necessary and appropriate coordination with the Office of Procurement, senior IT management and IT staff in the preparation of IT purchase requests that support the enterprise Information Technology at WAPA. Ensures purchasing documents are aligned with DOE and WAPA acquisition strategy. Maintains and reports ongoing status and the extent to which purchasing and objectives are achieved. Monitors technical compliance and issues technical direction as a Contracting Officer's Representative (COR). Ensures that the government and contractor meet contract obligations. Processes any contract revisions and monitors administrative tasks and fund expenditures. Monitors, formulates and drafts comprehensive IT procurement execution analytic reports, Performance Work Statements (PWS), justification documents, briefing papers, industry market research documents, and other written material as required. Collaborate with Procurement office to resolve any request issues. Provides expert facilitation, change management, and consultation support to the CIO, ITSLT, and staff program supervisors on difficult and complex IT purchasing issues related to WAPA-wide IT purchasing program support and management. Prepares trend analysis and conclusions for management review.

SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government. To be qualified at the GS-13: Applicants must have one (1) year (52 weeks) of specialized experience at the GS-12 grade level or equivalent pay band in Federal Service. This experience includes all of the following: Proficiency in applying Federal procurement regulations, policies, and guidelines, including experience with Performance Work Statements (PWS), Statements of Work (SOW), and various justification documents (e.g., limited/single source, brand name). Demonstrated experience as a Contracting Officer's Representative (COR) on complex, high-value contracts, coupled with an understanding of FITARA and its reporting requirements. Expertise in Information Technology products and services, including conducting industry market research and coordinating with internal and external stakeholders for comprehensive procurement planning and operations. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
