Job Summary: This position is in the Management Support Office (MSO), Office of the Executive Director (OXD), Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)). The Under Secretary of War for Personnel and Readiness (USW(P&R)) is the principal advisor to the Secretary of War and Deputy Secretary of War for all matters pertaining to the readiness of the Total Force.

Major Duties:

  • Incumbent typical work assignments may include the following: Serves as a Management and Program Analyst exercising overall responsibility for planning and implementing projects and programs. Manages component personnel, pay, HR, training, and manpower programs, implementing procedures to ensure efficient and effective programs and responsive customer support. Serves as the HR Team expert on the automated systems supporting correspondence creation and control, including the DoD Secretariat and Fourth Estate level management system -the Correspondence and Task Management System (CATMS). Serves as the Customer Service Representative (CSR) for time and attendance and pay issues at the component level.

Qualifications: In order to qualify for this position, you must meet the requirements described below. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/management-and-program-analysis-series-0343/ You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability with 1) Applying operational knowledge of OUSW(P&R) missions, organizational structure, and supporting personnel laws, executive orders, policies, programs, and contacts sufficient to advise employees and senior component leaders for high level decision making; 2) Managing human capital programs in 3 or more of the following functional areas: performance management, training & professional development, workforce shaping, civilian pay, manpower and/or ethics; 3) Applying Human Resource and administrative information systems such as Defense Assets Initiative (DAI); Defense Civilian Personnel Data System (DCPDS); Business Objects Enterprise Reports System (BOERS); Fourth Estate Management and Tracking System (FMTS); and Correspondence and Administration Tracking Management System (CATMS). . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
