Job Summary: As a Management Analyst within the National Bio and Agro-Defense Facility (NBAF), you will perform work to support NBAF Leadership on a wide array of issues as it relates NBAF operations. Major Duties:

  • The duties may include, but are not limited to
  • Establishes qualitative and quantitative techniques when analyzing and measuring the effectiveness of unit roles and responsibilities in accordance with ISO standards
  • Serve as the Contracting Officers Representative (COR) on various service and support contracts
  • Prepares documentation for service contract requirements where the scope of work exceeds in-house capabilities
  • Coordinates the preparation of purchase requests
  • Serves as a super-user for databases by documenting and certifying role-based operational requirements and provides follow-on support.
  • Exercises responsibility to ensure all receipted government property listed on the property book is properly used and cared for, and proper custody and safekeeping.

Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. 0343 SERIES FOR THE 11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Planning and executing service contracts, preparing contract documentation, and/or monitoring contractor performance; Managing databases, including creating user accounts, maintaining records, conducting inventories, and/or ensuring data integrity through database functions; Coordinating administrative and operational workflows, including developing and implementing procedures to improve efficiency, ensure compliance with federal regulations, and/or supporting continuity of operations in a complex organizational environment; Applying appropriate management policies; ensuring compliance with published protocols; and coordinating workflows across the facility. OR Ph.D. or equivalent doctoral degree in Business Administration, Finance, Human Resources or similar field related to position. Equivalent combinations of education and experience are qualifying for this grade level. OR 3 full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related. NOTE: Equivalent combinations of education and experience are qualifying for this grade level. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
