Job Summary: About the Position: This job announcement will fill multiple vacancies for a Management Analyst (Strategic Planning) at the full performance levels (FPL) of GS-13 and Program Analyst at the FPL of GS-12. Major Duties:

  • (GS-13) Manage and maintain project cost, schedule, and performance data across assigned programs to support accurate forecasting and execution reporting.
  • (GS-13) Serve as the district subject-matter expert for P2 (PROMIS), ensuring data accuracy, standardized data entry, and proper system use by project teams.
  • (GS-13) Develop performance reports and dashboards from P2 and related systems to support leadership decision-making and program reviews.
  • (GS-13) Support Program and Project Managers with coordination and execution oversight across engineering, contracting, and resource management teams.
  • (GS-13) Prepare leadership briefings and performance materials for governance and program review meetings.
  • (GS-13) Help ensure projects remain aligned with scope, schedule, budget, and delivery objectives.
  • (GS-12) Analyze data from P2, RMS, CEFMS, and dashboard tools to monitor project and portfolio performance.
  • (GS-12) Develop standard performance reports and metrics to improve leadership visibility and decision-making.
  • (GS-12) Identify delivery risks, trends, and improvement opportunities across programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). TO QUALIFY FOR THE FPL GS-13: Specialized Experience: One year of specialized experience which includes developing and leading program or operational plans and initiatives in support of organizational goals; coordinating across organizations to interpret guidance and advance mission objectives; producing executive-level reports and decision-support materials; directing the use of data and automated systems to support performance oversight and business process improvement; conducting advanced analysis using multiple data sources to assess trends and risks; or leading development of workload projections, organizational assessments, or process improvement efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. FOR GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
