Major Duties:
- Serves as an advisor to management on evaluation of the functional effectiveness of business programs, business practices, operations, productivity and efficiency (on a qualitative or quantitative basis). Reviews, monitors and tests operational business policies, procedures, and processes in comparison to functional needs to identify problems and solutions to enhance efficiencies and general operations, and mitigate risks. Conducts procedural inspections and reviews for compliance with MCCS policies and regulations. Reviews standard operating procedures/ desk top procedure documents and compares documents to internal control procedures, tests, and practices. Makes recommendations on corrective actions and conducts follow up inspections. Liaises with management to create program specific tests and reviews to provide insight to managers on the procedures and processes practiced within their areas of responsibility. Conducts scheduled and surprise audits on MCCS cash, retail inventory, property assets, and government purchase card processes; documents audit results and findings; write reports and provides briefs to key leadership as needed. Conducts management inquiries and/or investigations as assigned by the MCCS Deputy AC/S or MCCS AC/S. Liaises with legal counsel on all inquiry and investigation matters; provides written and verbal reports as directed, and maintains confidentiality throughout process. Maintains the directive review program for all MCCS Instructions, Bulletins, Memorandums for the Record; and MCCS sponsored Combat Center Orders, Bulletins, Policy Letter and Statements, and Memorandums of Agreement, Memorandums of Understanding, and other support agreements. Schedules annual reviews of current directives; liaises with and assists subject matter experts with the writing of new directives; edits all directives, verifies accuracy of content and references, and ensures correctness of formatting before staffing to MCCS Deputy AC/S and/or MCCSAC/S. Conducts and organizes portions of analytical studies and economic analyses to ensure functional needs are met for programs and services. Reviews, researches, and benchmarks emerging trends and plans, develops, and conducts analyses for current and projected programs to identify issues, concerns, and options for management's consideration. Collects, verifies, and adjusts data from diverse sources. Performs qualitative analysis manually, and through automated systems; and applies standard and customized computer techniques to data collection methods. Evaluates quantitative and qualitative results and consults with subject matter experts to identify significant factors, relationships, and trends to produce accurate and meaningful data. Reports on performance of programs to higher authority. May attend conferences and meetings. Prepares supporting documentation for presentations and proposals. May prepare correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Uses any required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs may be required.
Qualifications: Four years of experience that demonstrates knowledge of and skill to analyze and evaluate efficiency and effectiveness of business practices and functional programming operations to meet goals and objectives. Skill to analyze and evaluate procedures and processes to improve a broad variety of business and program operations. Skill to perform audits to determine compliance with established policies and procedures, and establish sound management practices. Skill to communicate effectively orally and in writing with a variety of stakeholders at all levels of the organization; and must demonstrate professional communication skills to liaise successfully with installation personnel and other contacts outside the organization. Specific skills in editing a variety of documents for understanding, grammar, punctuation, and formatting; and the ability to assist individuals submitting documents for review with using these skills.
