A Management Analyst II job is available with the City of Fort Worth Police Department’s Fiscal Command. This professional role supports the City’s strategic mission by providing financial and analytical expertise across multiple operating and capital funds. Key responsibilities include budget development and monitoring, fiscal compliance and reporting, and conducting complex financial and operational analysis, with an emphasis on budgetary and financial compliance.

The position also provides financial and budget-related support to Bureau leadership, including process improvement, documentation, and staff training. The role works on various projects, both short and long term, such as fund oversight, revenue analysis, reporting, internal coordination, and preparation for stakeholder meetings.

Minimum Qualifications:

  • Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
  • Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
  • Must pass a Drug Screen, Polygraph Exam and must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check.

 

Preferred Qualifications:

  • Previous experience in municipal accounting, budgeting, or financial analysis
  • Advanced Excel skills
  • Excellent communication skills, written and oral

The Management Analyst II job responsibilities include:

  • Analyze past and present financial operations, expenditure and revenue trends for the preparation of budgets and financial reporting; monitor departmental expenditures to ensure compliance with approved appropriations on a monthly, quarterly and annual basis; work with units to resolve budget concerns; initiate budget adjustments and general ledger journal entries to resolve budget issues.
  • Participate and/or manage projects including research of new programs and services, budget analysis and preparation, long-term projections, feasibility and breakeven analyses, benchmarking fiscal components in other agencies, and prepare and present reports.
  • Coordinate various fund activities internally and lead the preparation of materials for the board in alignment with all levels of policy, program and statutory requirements, including financial reporting.
  • Monitor, track, and analyze revenue collections (e.g., sales tax allocations and other revenue sources) for accuracy, trends, and forecasting purpose, including monthly, quarterly and annual projections.
  • Facilitate change management; conduct meetings with staff to outline program goals and objectives; provide training and instruction on existing and new processes or methods; and facilitate implementation of new systems through employee involvement in the change process.

Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.

Criminal Justice Information Systems (CJIS) Background Check

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
