Job Summary: The Incumbent serves as a Management Analyst within the Office of Mental Health Suicide Prevention, located in (Teams Operations), Veterans Crisis Line (VCL) Clinical Operations. The incumbent performs administrative and management functions for the office and provides technical advice and guidance to supervisors and employees regarding a variety of office matters. They develop, review, analyze and implement administrative policies and procedures to manage day-to-day operations.

Major Duties:

  • The major duties of this position include but are not limited to: Reviews letters, memoranda, decisions, recommendations, and reports prepared for the signature or approval of the Senior Executives for implications with respect to sensitive topics, such as disciplinary and performance actions to policy and objectives, as well as for proper grammar, spelling, and syntax. Composes Executive Level correspondence, memoranda, and reports. Coordinating conference and meeting planning, informs participants of topics to be discussed, attends meetings, and conferences and prepares summaries. Reviews completed actions for priority, content, security markings, and to ensure that issues are correctly addressed, and that necessary levels of staff coordination have been accomplished. Undertakes critical, sensitive studies on any aspect of the VCL's functions or programs (including a variety of taskers/suspense, etc.), providing critical background information, assessments, and recommendations for policy decision. Acts as a continuity of processes and coordinates the development of complete background information. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. In order to meet the minimum qualifications for this position, you must meet 4/5 of the following examples of specialized experience: Composing Executive Level correspondence, memoranda, and reports. Responding to inquiries from management and staff regarding administrative policies and procedures involving such matters as leave, time and attendance, employee benefits, merit promotions, within grade increases, recruitments, etc. to provide guidance and assistance and resolve discrepancies. Editing and reviewing policies and SOPs. Preparing letters, memoranda, decisions, recommendations, and reports for the signature or approval of Senior Executives. Coordinating conference and meeting planning, informing participants of topics to be discussed, attending meetings, and conferences and preparing summaries. OR, Education to Qualify: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree which is related to the work of the position or 3 full years of progressively higher-level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR, Combination of Education and Experience: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position. Only graduate education in excess of a master's or equivalent graduate degree which related to the work of the position may be used to qualify at this level.
