Job Summary: You will serve as a Management Analyst within the Innovation, Technology Requirements, and Test and Evaluation Division of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Major Duties:

  • You will be responsible for the oversight, coordination, and approval of Navy and joint test and evaluation infrastructure investments with special focus on high priority investments.
  • You will serve as a subject matter expert in test and evaluation instrumentation and threat representation.
  • You will monitor cost, schedule, and performance baselines and coordinate review and approval of changes.
  • You will coordinate program reviews and working groups to develop and assess progress towards short and long-range program plans.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Expert knowledge and experience in test and evaluation, defense acquisition, Major Range and Test Facility Base (MRTFB), project management, including broad insight into national, DoD, and DoN acquisition programs. 2. Expert knowledge of test and evaluation open air ranges, installed system test facilities and laboratories. 3. Broad understanding of the Planning, Programming, Budgeting and Execution (PPBE) processes to support development of the annual MRTFB and T&E Support budget and Understanding of the Tri-Service Reliance Process for test capability need identification and prioritization for Central Test and Evaluation Investment Program (CTEIP). 4. The incumbent should possess an understanding of range management and sustainability to include, encroachment related matters (offshore energy (wind/oil/gas exploration), energy transmission, spectrum auctions, foreign investment). 5. The incumbent requires the ability to analyze monthly project reports to report on issues, project execution and propose solutions to identified problems and review CTEIP Test Capability Requirements Documents, Program Management Plans and Life Cycle Support Plans.
