Job Summary: You will serve as a GG-0343-13 Management Analyst for the COMNAVINTRESCOM (Commander, Naval Information Force Reserve) in Fort Worth, TX. As the Assistant Director, Manpower and Mobilization (N1), you will provide senior-level expertise for Reserve Component manpower management and be responsible for the management of Information Warfare Community reserve, military, and civilian billets.

Major Duties:

  • You will provide senior-level expertise in the Reserve Component manpower management as the Assistant Director, Manpower and Mobilization (N1).
  • You will exercise oversight and management of the Information Warfare Community Reserve Component mobilization program as the command’s Subject Matter Expert on mobilization policies and procedures.
  • You will provide briefings/status reports to flag officers on all aspects of reserve manpower management, including Selected Reserve billet manning status, planned unit actions, APPLY Board actions, mobilization, and end-strength issues and concerns.
  • You will coordinate with Navy Information Force Reserve Readiness Centers nationwide to prioritize reservists for mobilization requirement sourcing and all facets of manpower/manning issues.
  • You will work with budget programmers and comptrollers to justify current and future manpower requirements as part of the Planning, Programming, Budget and Execution (PPBE) process.
  • You will represent the organization at various conferences and workshops, town hall events, leadership forums, and other senior-level meetings/events.
  • You will collect and analyze data and reporting information that reflects the organization’s manning posture, readiness, and levels of effort to numerous supported Navy and Joint Commands.
  • You will assist the Deputy Chief of Staff in all aspects of Navy reserve manpower policy interpretation, development and execution as well as with civilian personnel actions, including hiring, performance management, awards, and time-keeping.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GG/GS-12) or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Lead a multidisciplinary team, coordinating efforts, establishing priorities, ensuring the accuracy of team results, and developing recommendations for presentation at inter-agency meetings, conferences, and workshops. 2. Analyze and evaluate program effectiveness, organizational structures, and resource utilization (money, manpower, material) using analytical tools to justify current and future manpower requirements as part of the Planning, Programming, Budget and Execution (PPBE) process. 3. Perform analysis of tasks related to the development, execution, and evaluation of specific program objectives to include identifying gaps, specifying requirements, and evaluating outcomes. 4. Identify workforce dynamics, trends, and anticipated changes to develop short- and long-range total force talent management, requirements, and plans.
