The primary purpose of this position is to serve as an Accelerated Compensation for Developmental Position (ACDP) Management & Program Analyst under the guidance of a senior or higher level specialist, the incumbent performs Management & Program Analyst duties in support of assigned program(s).

Major Duties:

  • The incumbent uses continuous developmental knowledge as a Management Analyst and applies foundational knowledge of management analysis to perform duties in support of conventional projects or portions of larger projects and programs under the guidance of a senior and/or lead Management Analyst. Carries out special projects designed to facilitate the full use of training and development, including preparing written summaries and reports for use by senior employees, contractors, and/or customers. Participates in special logistics related operation projects and initiatives and performs special assignments. Identifies the need for special projects and initiates defining milestones and goals. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships.

Qualifications: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Specialized experience is experience analyzing organizational policies, procedures, and resources. Evaluating program efficiencies and providing recommendation based on findings. Gathering data and initiating research to prepare written summaries and oral reports to higher level employees and/or customers . Utilizing research to determine needs for priority changes to accomplish mission objectives, eliminate work problems, and the proper allocation of resources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of analytical and evaluative methods to assess program development and improve organizational effectiveness. Ability to manage projects, plan and organize work, and navigate uncertainties to achieve goals. Knowledge of knowledge of organizational concepts, principles and practices as related to logistics processes and related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic planning and other support areas. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations Ability to analyze historical data, trends, past and future assignment related data and select the appropriate planning methods for accomplishment of assigned tasks. Skill in applying specialized analytical methods and techniques to resolve difficult assignment related management analytical problems and issues. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
