Job Summary: The primary purpose of this position is: to serve as a Human Capital Manager for the Joint Task Force National Capital Region (JTF-NCR), performing a variety of manpower and civilian personnel functions involving the formulation, execution, and analysis of human capital succession plans and manning analysis studies for the requisition of civilian positions supporting the JTF-NCR mission.

Major Duties:

  • Serves as a subject matter expert for JTF-NCR civilian personnel programs to include, staffing, classification, position management, performance management and civilian workforce planning. Provides program oversight, assessment, and consultation services for civilian HR programs. Advises staff officials on the application and interpretation of Air Force civilian personnel policies, procedures, rules, entitlements, and related programs. Responds to numerous complex questions and issues from senior leadership requiring research of various Department of Defense (DOD) and Air Force guidelines to determine the best course of action and ensure compliance. Provides input, comments, and/or recommends concurrence or non-concurrence on personnel matters. Serves as the JTF-NCR advisor and manager for civilian personnel manpower programs. Advises senior leaders on JTF-NCRs Joint (U.S. Army, U.S. Air Force, U.S. Navy and U.S. Marine Corps, and Civilian) strength management on the JTD. Prepares briefings, talking papers or reports to keep the Director apprised of manpower and personnel requirements to support the overall NCR mission. Performs analytical and evaluative work related to civilian human capital program operations, organizational efficiency and productivity. Assignments encompass analytical, evaluative, and advisory work in the assessment of a wide variety of human resources procedures, functions, and programs for positions in the professional, technical, and administrative fields. Performs comprehensive and special interest studies of specific program areas identified by the command group, directors, or higher headquarters. Represents the JTF-NCR/J1 with a variety of civilian personnel organizations. Establishes, develops, and maintains effective working relationships with N&NC J1, Air Force Personnel Center (AFPC), and Joint Base Anacostia-Bowling staff. Prepares and delivers oral presentations, such as briefings and consultations, to secure cooperation, resolve controversial matters, and convey information relative to assigned programs.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of civilian personnel processes and procedures, directives and regulations in order to advise managers, supervisors, and staff on various HR programs. Knowledge of organizational command structure missions, programs, and functions, and relationships. This knowledge is used to produce a wide range of analytical studies and provide advice and analysis on reorganizations and realignments, recruitment or downsizing strategies, and coordinate various programs and reporting requirements. Knowledge of an extensive body of civilian HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations, monitor and track Requests for Personnel Actions (RPA)s, ensure forms for civilian pay actions are submitted for in-processing and out-processing employees or members, and comparable actions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions (e.g. merit promotion, recruitment and placement, affirmative employment, performance, etc.). Knowledge of DOD, Joint Service, and agency management principles, concepts, and methodologies including that of the manpower determinant development and requirements process. Skill in conducting reviews and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Knowledge of data analysis and visualization techniques to present human resources and manpower trends and manning readiness to senior leaders. Ability to communicate effectively, both orally and in writing, in a clear, concise, organized, and convincing manner considering the audience and the nature of the information. Ability to establish and maintain effective relationships with senior staff both internally and externally in order to assist managers in identifying causes and solutions to civilian human resource problems and to effectively counsel employees on Command employee training programs and policies. Considerable tact and diplomacy are required. Knowledge of Joint Task Force (or similar military level) organizational structures, missions, objectives, operating programs, key functions, and administrative policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER SIGNIFICANT FACTS: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.
