Job Summary: The Primary Purpose of the Position is: To work in the Mail Center section within Supply Chain Management Service, which is the central point for receiving, controlling, distributing and dispatching classified and unclassified mail originated by the Department of Veterans Affairs and other Federal Government Agencies.

Major Duties:

  • Duties Include but are not limited to: Incumbent receives all incoming mail and packages and sorts according to 50+ mail codes, name, department, service or address. Materials received that are misaddressed or addressed to only the activity are opened and read to determine the subject to direct the material to the proper organizational elements. Receives all incoming classified mail and packages for processing. Classified includes US Postal Service (USPS) Registered, Certified, Insured, Express, Priority mails as well as commercial carrier, e.g., Federal Express, United Parcel Service or contract carrier. Receiving and handling of hazardous and/or perishable materials, urgent and sensitive documents (e.g., Express Mail, etc.) varies among the different carriers. An internal signature is in turn acquired for the above special mail for accountability upon delivery. Analyzes and or reads as necessary and routes large volumes of general and specialized mail from the private citizens and organizations as well as other Federal Agencies, requesting a wide range of information from various Service/Product Lines and Sections throughout the Medical Center. Incumbent is responsible for processing and safeguarding official mail in accordance with established security and postal policies and procedures. Incumbent will report signs of tampering or any suspicious items to their team lead or Supervisor immediately. Operates mail processing equipment i.e. meter machines, envelope inserter; sets-up,operates and monitors the equipment to mail out packages, notices, letters or postcards. Applies proper judgment for the application of postage relative to the letter/package content or the sender's requirement. Monitors the equipment during operation to avoid and clear jams when they occur. The incumbent is able to correctly adjust machine malfunctions as required. Cleans and performs minor maintenance as required to keep machines functioning properly, e.g., replenishing ink levels, paper, envelopes, or toner. Processes all outgoing materials for mailing via USPS, commercial and contract carriers to correspondents located throughout the Department Veteran Affairs service area. Screens outgoing mail to insure adherence to USPS and agency procedures, e.g., proper return and forwarding addresses are used, and proper packaging of contents. Mail is weighed to determine appropriate classification of mail to be used. The mail clerk determines the most cost-effective method to process mail while still meeting the senders' special requirements. Mail/parcels must be sorted and bundled according to zip codes. Since there is a cost reduction for level of breakdown, the incumbent must be able to determine the appropriate breakdown of each zip code to maximize financial savings to the Medical Center. Large volumes of letters are to be faced and trayed according to USPS or other guidelines. Prepares various logs, receipts, mailing labels,etc., and packages the materials for shipment in accordance with established USPS or carriers guidelines and procedures. Driver Receipt and Dispatch Duties Incumbent will drive a government vehicle to provide mail courier runs to all outlying Bonham VA offices/facilities, the United States Postal Offices (USPS), and various other organizations. Responsible for the transportation of classified material and ensuring that these packages/records are handled according to the guidelines stated in the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Incumbent is required to possess a valid government vehicle drivers card. Drivers License: A current, state issued driver's license is required for this position. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of general experience and education beyond high school. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
