Job Summary: The position functions as a Metered and Express Mail Clerk in the Logistics Service Line. Incumbent provides support to the Amarillo VA Health Care System (AVAHCS) and CBOCs.

Major Duties:

  • Major duties include: Responsible for the daily activities involving the operation of the facility mailroom which include timely and accurately processing of mail, delivery and pickup, and copy reproduction activities. Works with appointed staff to monitor and maintain control point funds for facility metered mail. Monitors and maintains funds for returned mail postage, communicates with location Post Office and appointed facility personnel for requesting, reporting and payment of funds in manner designated through fiscal requirements. Maintains daily activity schedule and reports reflecting transactions pertaining to the mail room and expenditures of control point funds. Monitors and schedules maintenance of equipment and software used in the operations of healthcare system Mail Rooms. Processes incoming, outgoing and internal routing of facility mail maintaining timeliness considerations, appropriate handling and accuracy in support of facility mission. Reviews outgoing mail for appropriateness of mail categories, i.e. 1 class, priority, Federal Express, etc., inappropriate use of metered mail, acts as the subject matter expert regarding appropriate mail categories, provides staff education of mail processing options and assists in determination of most cost effective manner to ship parcels and packages from the facility. Responsible for facility copy reproduction processes to include assistance in policy and process development, equipment maintenance and subject matter expert in reproduction options available. Completes all requests for reproduction per policy and process requirements in a timely and appropriate manner, promptly communicating with staff when reproduction requests exceed facility ability to complete and provides guidance on alternative resources. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026. You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience. General experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. This includes knowledge of U.S. Postal Service regulations and mail handling regulations; knowledge of administrative and professional subject matters in order to classify material, prepare file contents and route materials quickly and efficiently; AND knowledge of basic computer and typing skills to operate the agency's computer program applications for patient location computer based postal equipment, mailing reports and workload reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
