[LTA-T&ID] DEPUTY DIRECTOR / SENIOR MANAGER, INDUSTRY DIGITALISATION PLANNING

[What you will be working on]

As a member of the leadership team within the Industry and Manpower Development Sub-group, you will be responsible for:

Collaborating with internal LTA departments and external industry partners to identify and implement strategies that ensure a skilled and sufficient workforce, both current and future, to deliver safe, reliable, and cost-effective transport services, maintenance, and operations across Public Bus, Rail, and Road sectors. Developing analytical models to assess the impact of new technologies (such as Autonomous Vehicles, Automation, and Artificial Intelligence) on jobs and the skills required, to facilitate proactive workforce planning. Acting as the master planner for the biannual Singapore Urban Mobility Week flagship event, taking charge of strategic programming, delivery of key event segments, and over time, building up its regional brand presence.

Leadership Responsibilities

  • Lead, mentor, and develop high-performing teams to deliver on strategic initiatives.
  • Provide meaningful guidance by applying systems thinking to analyse situations and tasks.
  • Synthesise data from multiple sources to identify weaknesses and recommend targeted interventions.
  • Create compelling narratives to gain stakeholder support for recommendations and new ideas.
  • Build strong relationships with both internal and external stakeholders to achieve shared objectives.
  • Engage effectively with C-suite stakeholders to advance your agenda and drive desired outcomes.

[What we are looking for]

  • Knowledge preferably in engineering, computer science, urban/transportation planning, public policy, or a related discipline. Other relevant qualifications will be considered if paired with experience in manpower planning/development or industry engagement.
  • At least 12 years of work experience, including at least 8 years in manpower planning, policy development, or industry engagement roles.
  • Proven ability to build and manage high-performing teams, prioritising effectively across demanding workstreams and tight deadlines.
  • Experience managing sectoral or large-scale projects involving multiple stakeholders, especially working with senior management on strategy and policy.
  • Demonstrated capability in mastering and leading complex, multi-faceted issues.
  • Strong track record of developing positive relationships across all levels and functions in a fast-paced, dynamic environment.
  • Excellent command of English, with strong critical thinking, writing, and presentation skills.
  • Self-driven, resourceful, and able to work independently as well as collaboratively, with strong situational awareness and analytical abilities.
