[LTA-PT] MANAGER/DEPUTY MANAGER, COMMERCIAL AND COMPLIANCE

[What you will be working on]

You will be part of the Commercial and Compliance team responsible for overseeing community programming and place making efforts within the RTS Link station, commercial vibrancy and contractual compliance of LTA’s contractors.

You will coordinate community programming and placemaking initiatives that activate the station space, foster cross-border connections, and create vibrant experiences for passengers and the local community. You will also work closely with the appointed non-fare operators to develop and implement strategies that maximise commercial opportunities within the station. You will oversee tenant mix optimisation, retail space utilisation, and revenue performance monitoring to ensure commercial objectives are met.

You will ensure comprehensive compliance monitoring of all contractor obligations, conducting regular performance audits against contractual Key Performance Indicators (KPIs) and service standards. You will identify non-compliance issues, coordinate remedial actions, and prepare detailed compliance reports for management review. You will serve as secretariat for contract management meetings, committees, and working groups, maintaining comprehensive contract administration records and coordinating contract variations and amendments. You will engage with internal and external stakeholders including contractors, government agencies, and commercial partners, representing LTA in contract-related discussions whilst establishing quality assurance frameworks and risk mitigation measures for all commercial and compliance operations.

[What we are looking for]

  • Minimum 8-10 years of relevant experience in contract management, commercial operations, compliance, or audit roles with at least 3-5 years in supervisory capacity.
     

  • Knowledge in Business Administration, Engineering, Law, Finance, or related discipline.
     

  • Demonstrated experience as an independent worker with strong initiative to challenge existing practices, question assumptions, and drive innovative solutions.
     

  • Experience in utilising and/or developing digitalisation tools, automation systems, or process improvement technologies to enhance operational efficiency and reduce manual processes.
     

  • Strong analytical and problem-solving capabilities with ability to design data-driven solutions and establish performance monitoring systems.
     

  • Experience in managing complex contracts, conducting performance audits, and stakeholder relationship management, preferably in large infrastructure or public sector projects.
     

  • Knowledge of procurement processes, government contracting procedures, and regulatory compliance frameworks.
     

  • Excellent written and verbal communication skills with proven ability to engage diverse stakeholders and represent the organisation in negotiations.
     

  • Leadership skills with ability to mentor and develop team members whilst building new team capabilities and culture from inception.
     

  • High integrity and ethical standards with entrepreneurial mindset, adaptability in ambiguous environments, and resilience to work independently with minimal supervision.
