[LTA – FIN] DEPUTY DIRECTOR, RAIL FUNDS & PROJECT FINANCING MANAGEMENT[What you will be working on]
The Rail Funds & Project Financing Management (RPFM) Division in LTA-Finance is a business partner to LTA Groups, providing financial and funding advisory for rail-related initiatives, including governance and review of mid-term expenditure projections. The Deputy Director of the Division reports to Director, 2 Financial Planning.
Key responsibilities include:
1. Oversee the RPFM Division to serve as an effective business partner to LTA Groups.
2. Manage the Rail Infrastructure Fund (RIF) and Railway Sinking Fund (RSF).
3. Drive continuous improvements by streamlining existing processes and implementing AI and/or digitalisation initiatives.
4. Oversee whole-of-LTA project monitoring and prioritisation, and reporting to senior management.
5. Institutionalise and operationalise the Public Transport Cost Recovery Ratio Governance Framework.
6. Run Re-Investment Fund/ Manpower Management Framework exercise within LTA.
7. Plan development for staff to enhance their capability and capacity, as well as uphold the Division’s morale and instill pride in delivery of outcomes.
[What we are looking for]
Knowledge in Accountancy/Finance or equivalent professional qualifications.
At least 10 years of relevant experience, with 5 years in a managerial position.
Good leadership, interpersonal, communication, analytical and negotiation skills.
Experience in financial planning, budget management, funding proposal evaluation, and in system implementation, digitalisation and business process review.
Problem solving ability and possess drive and determination to excel in a dynamic environment.
Innovative mind and ability to engage and manage expectations of stakeholders across different levels.
