Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2197000 and is part of the NC G4, National Guard (JFHQ - G4 / Manning Doc. 1221-145).

Major Duties:

  • As a Logistics Management Specialist, GS-0346-11, you will serve as the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment Fielding's, training, Army Food Management Information System (AFMIS) and inspections; exercise knowledge and application of Department of Army (DA), Defense Logistics Agency (DLA), National Guard Bureau (NGB), and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subsistence accounting procedures; maintain oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands; budget for subsistence operations and subsistence requirements, including operational ration ceilings; assess use of facilities and equipment, to ensure expeditious accomplishment of priority work without adverse impact on normal, recurring work; develop for the DCSLOG-G4 recommendations, policies, procedures, long range plans, and special projects; recommend solutions to controversial problems and actions of a precedent-setting nature, to include coordination with major commands and the Army Center of Excellence, Subsistence; participate in field exercise planning sessions, discussing availability of subsistence, budgets, issue of operational rations and ARNG support to exercises; serve as Chairperson and as a voting member of The Adjutant Generals Food Service Management Board; responsible for planning and oversight of subsistence support to ARNG units and dining facilities; coordinate veterinary staff support for cyclic inspections of operational rations as required; maintain oversight of facility and subsistence security to ensure theft prevention, unexplained losses, and unauthorized entry procedures are enforced; monitor the AFMIS to ensure reporting requirements from local, DA, NGB, and vendors are timely and contain accurate and formatted data; monitor daily flow of data from customers and its return to customers; technical and functional knowledge of system operation is required in the performance of these tasks and in troubleshooting associated problems within the system as they occur; work daily with functional users and technical personnel to identify and resolve operational and technical problems, and to ensure flow of data and procedures are the most efficient possible; assist and coordinate with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation; analyze data automation policies, regulations and procedures to determine their impact on logistics information systems and to identify changes in the maintenance and use of computerized data by functional specialists; assist with researching and originating of concepts to introduce and integrate new technologies without direction or guidance from higher headquarters; provide troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists; expand analysis to include/incorporate technical expertise/knowledge/source in determining the solution; retrain, guide, and define system operation if problem resides with functional use; if software problem determines if it can be resolved locally, and if not, prepares correspondence to proponent for resolution; develop a procedure to temporarily correct the problem until resolved; provide technical liaison service to each ARNG unit, prime vendor, and other vendor companies; provide subsistence support for troop movements, maneuvers, and emergency and contingency plan requirements, in addition to normal and daily support; perform oversight of customer and stockage requirements determination process and proper pricing of subsistence; coordinate prime vendor and other vendor deliveries to ARNG dining facilities and unit Readiness Centers as required; compute and publish the Basic Daily Food Allowance (BDFA) for the ARNG State; initiate requests for deviation from regulations and DLA supply catalogs; serve as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support; prepare, award, and administer State Competitive Food Contracts for ARNG feeding; establish procedure to cross-check quality assurance, sanitation procedures, contract requirements and individual price changes to prevent monetary loss of food service systems; monitor State ARNG federally funded Readiness Centers and ARNG Dining Facilities to ensure they remain within authorized standards and that required reviews are conducted; perform other duties as assigned.

Qualifications: MILITARY GRADE: Enlisted (E7 - E9) or Warrant Officer (WO1 - CW5) MINIMUM REQUIREMENTS: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
