Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1964000/D1638000 and is part of the NC ANG, National Guard (235 CAOS/Manning Doc. 87349334).

Major Duties:

  • As a LOGISTICS MANAGEMENT SPECIALIST, GS-0346-09, you will generate, develop, and modify various reports within logistical information systems for coordination and analysis of material management efficiencies; review automated output from Army's logistical information systems (LIS); review GCSS-Army workflow daily to release funded CL II and CL IX requisitions and monitor the system's material release strategy; provide analysis and guidance to support the material turn-in process; distribute funds to unit(s) Centralized Clothing and Distribution Facility (CCDF) account; visit logistical nodes to observe maintenance and supply operations and assist sites in improving productivity; proactively review "over-due supply transaction" on maintenance jobs and make recommendations that help to reduce the state's Overage Reparable Item List (ORIL) and work to resolve logistics problems. As a LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11 you will serve as the program manager for the Integrated Deployment System (IDS) Deployment Management System (DeMS), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMODB), Computer Aided Load Manifesting (CALM), and Cargo Movement Operations System (CMOS). Ensures all systems interface within IDS. Serves as the subject matter expert for COMPES to assist the independent unit Commander and Logistics Officer in selecting, deploying and monitoring contingency forces. Formulates and consolidates logistical annexes for IDS guidance, based on regulations, manuals, instructions and directives issues by higher headquarters. At the direction of, and in conjunction with, the commander, identifies required deployment/redeployment support with the unit staff and host base for the transportation of equipment and personnel. Reviews resource/logistics plans, programs and deployment activities with the commander to ensure authorized mobility equipment is available or on order, and ensures equipment is properly budgeted. Participates in site surveys to ascertain, identify and plan airlift and logistical support requirement needs in support of unit contingency operations/taskings. Serves, as required, on the Installation Support Team (IST). Maintains and analyzes the correlation of data between the Unit Type Code (UTC), Unit Management Information System (UMIS), Designed Operational Capacity (DOC) statements and all applicable plans for the unit's readiness reporting and tasking. ) Evaluates the unit's logistics posture as reported in the Status of Resources and Training System (SORTS) program. Monitors the status of the logistical readiness of the unit and determines deviations in the total logistical posture. Performs pilot/non-pilot unit responsibilities in accordance with applicable directives. Provides technical logistics plans support at staff meetings conducted by the unit commander. Provides input to Support Agreements, Letters of Agreement (LOA) and Memorandums of Agreement (MOA) for the unit. Performs other duties as assigned.

Qualifications: Military Grades: Enlisted (E5 and E6) Minimum Requirements: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE (GS-0346-09): Must have at least 24 months experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience integrating actions of a variety of specialized support activities in order to meet program goals. Experience interpreting and applying regulations, laws or practices. Experience planning and organizing work assignments. SPECIALIZED EXPERIENCE (GS-0346-11): Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
