Job Summary: This position is located in the Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) within the Supply Chain Management Service at the Salisbury, NC VA Medical Center (VAMC). Serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned.

Major Duties:

  • The primary purpose of this position is to direct, develop and implement policy programs and procedures for accurate supply chain management planning and administration. And, provides administrative and technical oversight to a lower-graded specialist. Integration Contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs. Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM Emergency Management Response Team planning. Trains, plans, and controls the movement of personnel and equipment during simulated and actual emergency response exercises. Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement. Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements. Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems. Ensures collaboration with appropriate managers to provide detailed data analysis. Schedules all requirements through the National Acquisition Center (NAC) to ensure equipment arrives according to planned tasking. Determines underlying causes of deficiencies to identify supply chain problem areas. Coordinates and communicates projected and programmed new maintenance programs and mission needs directly with logistics. Assists supported areas by providing guidance and conducting staff assistance visits to identify, correct and assist with SCM problems. Resolves disagreements at the local level and ensures resolution when disagreements require higher level involvement. Analytics Analyzes the effectiveness of the supply chain and supported services. Develops ongoing strategic analyses across supply chain activities and takes action for improvements. Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Provides technical assistance within the areas of logistics planning, logistics integration, support and requirements; including supply, procurement, disposal and reutilization, hazmat handling, storage and stockage, logistics data and information, order fulfillment, discrepancy reporting and returns processing, procurement, contracting, production, finance, requirements determination and other collaborative demand planning, transportation, cataloging, provisioning, storage, and distribution. Implements changes to procurement actions such as quantity increases, cancellations, quantity cutbacks, delivery rates and ordering periods based on requirements. Supports long range supply chain requirements and interactions, optimizing supply chain support. Serves as the technical advisor and consultant to top management and respective program managers on both logistical and general management matters. Leads special projects which require a team of logistics specialists for fulfillment of the assigned function. Reviews work in progress and prepares reports/briefings as required upon completion of the project. Serves as a SCM subject matter expert on customer projects and works groups designed to improve joint processes; develops comprehensive supply chain support plans, and improve overall customer readiness. Training and Customer Service Develops logistics and SCM training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers. Plans, develops, directs, and conducts training for the SCM teams. Develops and schedules training courses and approves lesson plans developed by functional areas. Develops and schedules manpower and workload requirements for the SCM teams and ensures they are fully trained. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09 grade level. For a GS-12 position, you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Examples of specialized experience would typically include, but are not limited to: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyzing product delivery or supply chain processing to identify or recommend changes; performing data and statistical analysis to identify improvement opportunities; supporting logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.
