Major Duties:
Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes developing, implementing, and directing maintenance operations and strategic supply chain risk management during the acquisition and sustainment phases of assigned systems, programs, or major equipment. Also, serving as a technical expert responsible for planning, managing, and coordinating total, cradle-to-grave supply chain and maintenance sustainment strategies to support complex, enterprise-wide logistics operations and major weapon systems from concept through disposal. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: The ideal candidate is a seasoned logistics leader with extensive experience in maintenance operations and the strategic beddown process, capable of translating complex technical requirements into actionable requirements and plans. Demonstrated ability to work in complex environments, develop high quality reports and briefs, and experience engaging with GO/SES level leaders. This position requires both breadth and depth in the logistics and maintenance enterprise. A successful candidate will be able to talk tactical level details at the installation level and easily transition to discussing operation and strategic level plans. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of and skill in the Air Force maintenance and logistics readiness career fields as it applies to assigned programs, to include, but not limited to, maintenance operations, maintenance support, munitions, supply, fuels, transportation, central intermediate repair facilities (CIRFSs), memorandum of understanding/agreement, and host-tenant support agreement functional areas. Knowledge of the Air Force maintenance/logistics programs. Knowledge of a wide range of qualitative and quantitative methods to participate in the assessment and improvement of command level plans and programs. Knowledge of DOD, Air Force, AFIMSC, and ACC policies and instructions and the ACC beddown process to include site surveys and PPlans/PMsgs. Knowledge of and skill in the OSD Base Realignment and Closure (BRAC) process. Skill in the conduct of ACC site surveys. Skill in the manipulation of the Program Management System (PMS) database, and the use of Microsoft Office software products, to include Word, Excel, and PowerPoint. Skill in the preparation and routing of AFMC and ACC staff correspondence, staff summary sheets, memorandums of agreement, items of interest, and other required documentation. Ability to communicate effectively, both orally and inwriting. Ability to chair and lead large team groups, conferences and meetings with other MAJCOM and Air Staff members while negotiating complex issues. Ability to effectively present briefings to senior leadership, General Officers, and Senior Executive Service leaders. Ability to plan, organize, and lead others to accomplish a given program objective and to negotiate effectively with management to implement recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
