Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of tanker logistics management, planning, programming and maintenance analysis concepts, policies, principles, and practices. Knowledge of the logistics management mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and relationships of administrative support activities. Knowledge of CAMS-FM/G081 and various command and control information systems. Ability to plan, organize, and conduct logistics management studies and projects, and to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Ability to communicate effectively, both orally and in writing, and in building and maintaining good working relationships. Knowledge and skill in applying analytical and evaluative methods and techniques to logistics issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions). Knowledge of pertinent laws, regulations, policies and precedents which affect the use of the logistics program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of plans and program effectiveness and/or tanker aircraft maintenance productivity. Knowledge of a wide range of maintenance concepts, principles, and practices related to the tanker systems/aircraft propulsion equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of federal and agency logistics management concepts, principles, practices, planning and programming, procedures, systems and regulations applicable to a full range of logistics management to include tanker aircraft maintenance procedures and policies, deployment planning and operations, and logistics plans under peacetime and wartime conditions to develop and recommend policies and procedures for the section. Knowledge of tanker basic operating principles, technical order system, and procedures pertaining to engine management. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Equipment specialist skills in analyzing issues and formulating solutions to complex problems. Ability to analyze, plan, and adjust work operations of subordinate installations/organizational segments to meet program requirements and objectives within available resources. Knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices to perform difficult and complex assignments concerning aircraft propulsion equipment sufficient to organizational level maintenance experience maintaining tanker propulsion and auxiliary power unit systems to include engine run operations, and borescope inspections. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
