The primary purpose of this position is: To serve as the authoritative expert and advisor to the Joint Logistics Operations Center (JLOC) and Directorate of Logistics and Engineering staff, regarding all aspects of interagency logistics support and mortuary affairs policy and procedures.
Major Duties:
Qualifications: Conditions Of Employment cont. Attendance of the Mortuary Affairs Officers Course, course# (8B-SI4V) Ft. Lee, VA (or equivalent) is mandatory within 18 months of being assigned to this position. Purpose: To prepare officers to plan, direct, and coordinate MA operations involving recovery, tentative identification, and evacuation of deceased U.S. military personnel. Training will prepare officers to plan and coordinates mortuary affairs support to military operations and civil mass fatality operations. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Mastery of Federal Logistics Regulations, Federal Laws regarding DOD providing international logistics support, DOD policies, and instructions for the logistics elements associated with the sustainment of Title 10 forces. Expert knowledge of strategic national security documents from the National Security Council, Homeland Security Council, and Office of the Secret.uy of Defense. Mastery knowledge and skills needed to apply analytical and evaluative techniques to resolve very complex or sensitive interagency logistics and mortuary affairs problems and the implementation of new interagency logistics and mortuary affairs developments, doctrine, or technology. Expert knowledge of Joint Command and the various services, Control Processes and military doctrine; knowledge of relationships between the Joint Staff, HQ USNORTHCOM and its components, DOD Agencies and other federal agencies. Knowledge of the roles and organization of the military combatant commands, component services, federal, state and local agencies particularly as they apply to crises and consequence management. Thorough understanding of the National Response Framework, specifically Essential Support Function (ESF) #7 - Logistics Management and Resource Support and ESF #8 (Public Health and Medical Services - Mass Fatality Management). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of joint logistics management principles, concepts, policies, and regulations, including ability to analyze and evaluate logistics programs and activities outlined in Joint Publication 4-0 (Joint Logistics). Ability to develop, coordinate, revise, and implement logistics support procedures. Knowledge of the roles and organization of the military combatant commands, component services, federal, state and local agencies particularly as they apply to crises and consequence management. Expert knowledge and minimum of one-year experience related to emergency management or response with at least one civilian federal agency or one state agency having the lead for an emergency support function (e.g. GSA, FEMA, USACE, USFS, EPA or state equivalents). Ability to organize and lead special study teams and task forces with members from a variety of different organizations and commands, including ability to analyze, organize and present data. Knowledge of DOD and CJCS publication, directives, and regulations that support the development of logistics annexes for NORAD and USNORTHCOM CONPLANs. Thorough understanding of the National Response Framework, specifically Essential Support Function (ESF) #7 - Logistics Management and Resource Support and ESF #8 (Public Health and Medical Services - Mass Fatality Management). Knowledge of the roles and responsibilities of Mortuary Affairs in joint operations outlined in Joint Publication 4-06 (Mortuary Affairs). Knowledge and understanding of mass fatality management, to include the DOD steps to respond to a mass fatality incident. JO. Understanding of DOD and Air Force support agreement policy, procedures, and standards, to ensure logistics support agreements comply with DODI 4000.19 (Support Agreements). Ability to advocate and make recommendations and deliverables that will improve local, state, territorial, tribal, regional, Federal, and private sector coordination in MFM. Assess MFM national and regional requirements, review MFM gap analysis and consider recommendations for solutions. Review MFM capability assessments and promote and encourage MFM planning, training, and exercises based on established Federal planning scenarios. Ability to communicate effectively, both orally and in writing, to all senior levels of DOD, Federal agencies and local mission partners. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
