Job Summary: This LOGISTICS MANAGEMENT SPECIALIST is located in an Air National Guard (ANG) Mission Support Group, Logistics Readiness Squadron, Deployment and Distribution Flight, Plans and Integration Section and is part of the CA 144 FW.

Major Duties:

  • THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11, is to serve as a Logistics Management Specialist with responsibility for developing, planning, organizing, and analyzing wing logistics plans that include multiple units and may include geographically separated units. Is the technical expert on all Logistics Information Systems in support of deployment operations. Plans and develops deployment training for the wing and units in addition to conducting training. Ensures the unit meets all pre-execution and command and control requirements for deployments. Serves as the program manager for the Integrated Deployment System (IDS);Deliberate and Crisis Action Planning and Execution Segments (DCAPES), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMOD-B), Automated Air Load Planning System (AALPS), and Cargo Movement Operations System (CMOS). Maintains LOGMOD-B and the Logistics Detail (LOGDET) data, assists in designing logistics packages to meet Operation Plans (OPLAN) tasking, and coordinates with tasked units to ensure compliance and accuracy of systems. Reviews resource/logistics plans, programs, and deployment activities with the senior officer to insure authorized mobility equipment is available or on order, and assures that the equipment is properly budgeted. Ensures all unit personnel and equipment are properly identified and prepared for deployment/ redeployment. Plans and briefs the Logistics Officer regarding the movement of personnel and equipment during simulated and actual deployments and exercises. Provides continuous guidance and instruction to units on COMPES, Logistic Detail-Base Level (LOGDET-B) data and Manpower/ Personnel Module-Base Level (MANPER-B) matters The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.

Qualifications: LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: identifying activities involving logistical support operations; Experience monitoring functions such as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; Experience identifying delays or problems and developing corrective actions.
