Job Summary: ***Relocation/Recruitment Incentives May Be Authorized** The Logistics Management Specialist (also known as the Assistant Chief Supply Chain Officer (ACSCO) is a senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain. The incumbent supports oversight, guidance, management and integration of supply chain operations across the organization.

Major Duties:

  • Duties include, but may not be limited to the following; Serves as a senior logistics management officer, integrating acquisitions and procurement, logistics and related support and services for the supply chain, EX/NX and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Reviews complex and novel logistics and supply chain management issues and develops new methods, processes or techniques to address these. Reviews changes in agency objectives, key legislation and industry standards and determines appropriate changes in logistics policy and processes. Plans for and coordinates new logistics program requirements. Leads the coordination of logistics / supply chain efforts with other federal agencies. Develops plans and proposals for interagency projects and services. When issues arise with these agencies, serves as a technical expert in developing innovative solutions to these. Based on technical knowledge of logistics and supply chain management, recommends policy, procedures and methods that best meet the needs of the VA HCS. Plans and carries out long-range (5-10 years) logistics studies and forecasts and makes recommendations for long ­term policy and programs based on these studies. Evaluates evolving technology in the field and determines the best use of technology to accomplish logistics program objectives. Accounts for the integration and alignment of acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Oversees the execution of standardized business processes, established performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility. Supports the coordination and integration of new technology and/or implementation of new supply/equipment requirements. Serves as expert logistician for the CSCO. Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system. Oversees, guides, manages, and integrates supply chain operations across the facility/organizations; plans/coordinates with fiscal, acquisition, clinical and administrative operations. Provides expert input with direction of supply chain, budget projections/execution for logistics programs and contracts, and in VISN financial, business, capital asset management, clinical, and administrative operations. Serves as a senior VA HCS logistics expert and utilizes extensive knowledge of supply chain systems and requirements and provides direct support to the VA HCS, multiple campuses, and support catchment areas; provides expert level technical advice and guidance to all organizational logistics personnel pertaining to logistics. Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems associated with logistics policy. Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Develops performance measurement/management of all of the aforementioned (including statistical analysis, workload projections, and process management). Analyzes and coordinates information and requirements with the facility, VISN and VACO in the area of acquisitions and procurement, supply, equipment and medical readiness. Through subordinate managers, conducts cost-benefit analysis for procurements through the total supply chain. Analyzes supply status and directs the priority of maintenance effort for organizational equipment. When these indicators and reviews reveal improvement opportunities, acts as a catalyst and ensures these opportunities are realized. Provides technical expert input to CSCO, establishes policy and ensures best practices are implemented as appropriate, utilizing continuous quality improvement principles, practices and initiatives, including six sigma and lean management. Implements and monitors current logistics systems (such as GIP, AEMS/MERS, IFCAP, etc.) and the deployment of Enhanced Supply Support Programs, or their future replacement programs. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a supply chain management leader/supervisor; ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations of a logistics program; providing acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; assisting with budget formulation and forecasting of expenditures; and managing a group with a variety of occupations and subordinate supervisors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
