Job Summary: About the Position: This announcement is for the position of Lock and Dam Equipment Repairer Supervisor, WA-5318-10, at Lock 17 in New Boston, IL.

Major Duties:

  • Be responsible for implementation of all site operating and normal maintenance activities involving lock and dam operation and associated buildings, grounds, and equipment operation and maintenance.
  • Plan the use of subordinate workers, equipment, facilities and materials on a week-to-week, project-by-project, month-by-month.
  • Assign work to individual employees involved in lock and dam operating and site maintenance activities; and support, implement, and explain management programs.
  • Exercise full regulatory authority in controlling river traffic through the facility and direct the establishment of queues when warranted by density of traffic.
  • Refuse lockage to craft presenting a hazard to safety of the personnel, lock structure, or surrounding areas.
  • Establish and enforce approach parameters such as speed, alignment, and numbers of deck crew required for safe and efficient locking of craft and be responsible for the safety of property, personnel, and public at installation or site.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Equipment Repairer Supervisor without more than normal supervision. To meet the screen out element, applicants should document experience and/or show the ability to: provided technical direction to site personnel to assist in preventive maintenance and repair activities; experience working as a principal (senior or journeyman level) mechanic on a lock and dam site with little on-site supervision; delegate responsibility and authority for implementing and maintaining the site preventive maintenance and repair program as pertinent to both specialized lock and dam equipment, and more typically, buildings and grounds, equipment, systems, and facilities; perform the locking of boats and dam gate operations, when required; and/or perform locking operations in a back-up capacity. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: Eye and hand coordination are required for operating various controls and handling lines while observing traffic and personnel, during crane operations and other maintenance work. There is standing, stooping, bending, lifting in excess of 45 pounds, stretching, working in cramped positions, handling or maneuvering bulky items or equipment, and general continuous moderate to arduous physical activity. Strenuous muscular tasks are performed for short periods of time. Working Conditions: Lock and Dam operation and related maintenance work led and/or performed outside, subject to extremes of temperature and weather. There is exposure to injuries associated with working in restricted areas (occasionally, in cramped and/or uncomfortable cold or hot areas), from falling objects, from working with electrical power tools, wiring or other equipment, from working with hand tools, and from falls while working on lock walls or other structures. The possibility of drowning exists as a result of falls while working around water, but the hazard is practically eliminated through observance of safety procedures, wearing of life jackets, and similar safety measures. Maintenance operations subject employee to exposure to hazards of working from small boats or other similar craft. During maintenance operations is occasionally exposed to unpleasant fumes, dust, etc.
