Job Description:

MAJOR RESPONCIBILITIES

Partners Data Management Support

  • Provide guidance and support to World Vision’s partner organizations in beneficiary registration and other data collection activities using LMMS portfolio of solutions.
  • This includes support in setting up and configuring data collection forms and related activities.
  • Provide support to partner organizations in ensuring data quality is maintained, including data cleaning and deduplication of records.
  • Provide support to partner organizations in sharing data in a way that protects the privacy and rights of beneficiaries and complies with the data protection laws, regulations and policies.
  • Support partner organizations in ensuring that they have secure and high-quality systems and databases that meet the business requirements of the project and protects the personal data and privacy of project beneficiaries.
  • Develop documentation (in English and Ukrainian) to guide the partner organizations throughout the data management lifecycle.
  • Undertake training (in English and Ukrainian) on effective data management to partner organizations.

Systems Management & Support

  • Oversee the implementation of the Last Mile Mobile Solutions (LMMS) within the projects from design, grant proposal development, budgeting, implementation, reporting and closure.
  • Raising awareness and building the capacity of the partner organizations and World Vision project staff on the features and capabilities of LMMS in supporting the implementation of project activities.
  • This includes hosting training sessions and providing documentation (in Ukrainian).
  • Work with the Project Managers, Supply Chain Team, Finance Team and Information Technology Team in procurement of LMMS equipment, licences and cloud storage to support project activities.
  • Manage and keep track of LMMS devices and equipment for the projects.
  • Provide administrative support in managing the project-related data and ensure effective support to partner organizations and World Vision project staff.
  • This includes providing effective data support to Monitoring & Evaluation Team, Information Management & Reporting Team, and other project data stakeholders.
  • Provide technical support in the use of the LMMS portfolio of solutions to partner organizations and World Vision project staff.
  • This includes: equipment configuration; ensuring safety of data collected; administering of LMMS solutions; support to field teams; data import & export processes; coordination with Global LMMS for issue resolution; train field staff; make frequent field visits to support partners and project staff.
  • Scope out additional requirements that may be a result of LMMS limitations or new business needs, discuss with the Operations Director and Senior ICT Manager for approval and funding allocation, and escalate to the Global LMMS team for resolution or change request management.

Reporting

  • Work with Project Managers, MEAL, Information Management & Reporting, Communications and other stakeholders in providing regular and ad hoc reports of data that is resident on LMMS.
  • Work with Information Management & Reporting and Global LMMS team in visualisation of LMMS data on Microsoft PowerBi and other platforms, while ensuring that the identity and privacy of beneficiaries is respected and preserved.

Inter-Agency Coordination

  • Coordinate closely with Technical Advisors and engage actively in Clusters and Working Groups fora on registration, deduplication and data sharing e.g. the Cash Working Group Task Team 3 on Registration, Deduplication and Interoperability.
  • Keep WV stakeholders informed about key discussions and commitments at the inter-agency fora on registration, deduplication and data sharing.
  • Follow up on any WV commitments at the Clusters and Working Groups as pertains to registration, deduplication and inter-agency data sharing.
  • Ensure WV undertakes activities within the timelines agreed. Provide support to WV project staff and partners on any inter-agency registration, deduplication and data sharing platforms.
  • This includes training, user guides and technical support as needed.

Data Protection

  • Promote responsible data management culture and practices with partner organizations and World Vision project staff.
  • This includes promoting data management practices that are compliant with the Law of Ukraine on Protection of Personal Data, data protection policies, and the data protection annexes in the sub-grant agreements.
  • Monitor project compliance with the data protection provisions of the sub-grant agreements.
  • Highlight violations to the Project Managers, Data Protection Manager and Risk & Compliance Officer.
  • Raise awareness, build digital and data literacy capacity with partner organizations and World Vision staff on data protection policies and practices within the project.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 3-5 years’ experience in systems administration and / or database management.
  • At least 2-3 years’ experience in data management.
  • At least 1-2 years’ experience in training and supporting clients on how to use computer based systems. Experience in partner or customer relationship management.
  • Strong sense of achieving client satisfaction needed.

Required Education, training, license, registration, and certification

  • A university degree in information technology, computer science, data science, statistics or any other related bachelor’s degree qualification.
  • Systems administration, database management or data management certification.

Required skills, abilities and knowledge

  • Strong technical proficiency in use of computer systems and devices e.g. Microsoft Office, Android OS, etc.
  • Strong organizational and project management skills including attention to detail.
  • Analytical and problem-solving skills. Strong communicator, both written and verbal.
  • Ability to interact well face-to-face (in-person) and virtually.
  • Multi-tasking skills and ability to work and deliver under pressure.
  • Strong interpersonal skills.
  • Ability to influence and work across culturally diverse teams.
  • Ability to work under minimum supervision.

Preferred Knowledge and Qualifications

  • Knowledge and experience in international humanitarian or development work.
  • Prior knowledge or experience with humanitarian beneficiary management systems.
