Job Summary: This position is located in the Executive Office of the President (EOP), Office of Administration (OA). The incumbent will serve as a Library Technician in support of the Library and Research Services ((LRS) Division, which provides resources and services required by officials and expert staff within the Executive Office of the President.

Major Duties:

  • As a Library Technician, GS-1411-7/8, your typical work assignments may include the following under supervision: Checks in journals received, using the library management system serials check-in module. Determines destination library and shelving location for each issue. Assures publication pattern is correct and all journal elements are accurately entered. Tracks claims for missing and damaged materials. Contacts publishers to claim missing issues and follows-up when necessary to ensure claimed materials arrive as expected. Shelves books, newspapers, and other materials using the American Library Association (ALA) rules for filing Library of Congress classification numbers and local procedures. Files updates to legal materials such as pocket parts, loose-leafs, and supplements. Shifts serials, journals, and books on shelves as needed to accommodate collection growth, and participates in library collection management projects, including but not limited to inventories, labeling projects, and removal of deaccessioned material.. Receives incoming mail distributes items to the appropriate person. Processes newly acquired library materials, including removing packaging and affixing protective covers, labels, tape, and label protectors to materials. Assists with retrieving materials, processing the temporary shelving locations for library displays, other circulation tasks, and customer assistance as requested. Checks electronic links to maintain up-to-date and reliable access. Operates scanning equipment to convert physical materials (books, photos, manuscripts) into digital files. Uses advanced functions of computer software to prepare, format, edit, email and print a variety of reports, memos and other documents.

Qualifications: MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-06 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to 1) Perform library support functions such as checking in serials or journals using and automated library management system; (2) Shelve, organize, shift, and maintain library materials using the Library of Congress classification system and file updates to legal, reference, or loose-leaf materials; AND (3) Use library catalogs or discovery interfaces to locate materials, entering data with accuracy and attention to details, and use office productivity applications (e.g., word processing, spreadsheets, email, scanning tools) to complete assigned tasks. You may qualify at the GS-08 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates the ability to (1) Perform advanced serials control functions such as managing complex journal check-in, identifying and resolving discrepancies in publication patterns, initiating and tracking claims for missing or damaged issues, and coordinating with publishers or vendors as needed; (2) Perform collection management tasks such as managing retention and weeding activities, assisting with inventories, and maintaining orderly and accurate shelving using the Library of Congress classification system; AND (3) Draft or update written procedures, and use judgement and customer service skills to assist patrons and support the daily operations of a federal or law library. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
