Job Summary: This position is assigned to Non-appropriated Fund (NAF) Navy General Library Programs; Morale, Welfare, and Recreation (MWR); Fleet Readiness (N92); Fleet and Family Readiness (FFR) (N9); Commander, Navy Installations Command (CNIC); CNRSE Naval Air Station Kingsville. The purpose of this position is to provide programming delivery, technical, and administrative support in Navy MWR main libraries, branch libraries, and resource centers.

Major Duties:

  • MAJOR DUTIES AND RESPONSIBILITIES Duties include but not limited to: Library Programming Support (50%) - Researches library programming trends and implements these trends into the library programming schedule. - Creates, plans, promotes and executes educational, cultural and recreational library programs/events that include the Annual Summer Reading Program, early literacy programs, STEM and STEAM programs, and activities for patrons of all ages and diverse backgrounds in accordance with DoD and Navy Library Standards. -imh 10/25/24 - Coordinates with other MWR programmers to collaborate on program deliverables, identify target audiences, and ensure that program schedules align with other MWR and installation events. - Creates after-action reports to evaluate program successes and identify program weaknesses. - Adjusts program delivery models when weaknesses are identified. - Assists the Library Director/Library Program Manager with the development and execution of an installation-specific library program marketing plan. - Submits digital and print marketing requests to installation and/or regional marketing teams. - Creates cultural, seasonal, and educational library program book displays. - Completes and compiles weekly, monthly and quarterly program, facility and collection utilization reports. - Conducts library tours and orientations. - Promotes customer service awareness and demonstrates excellent customer service to all professional and patron contacts. - Ensures programming spaces are cleaned and return to general usage areas after library programs are completed. Library Technical Support (35%) - Uses varied and advanced functions of databases, electronic resources and software applications to include Microsoft Applications, HQ approved Integrated Library Systems (ILS) / Library Management Systems (LMS) and other library program related technology applications. - Compiles bibliographic and product data to order library collection and programming materials. - Performs copy-cataloging by importing industry standard and DoD MWR Library Consortium approved bibliographic/product records. - Modifies imported bibliographic/product records to match the items on hand. - Repairs library materials that have minor damage by gluing spines, taping ripped pages, and cleaning audio-visual materials and equipment. - Ensures collection materials are properly displayed with accurate spine labels and barcodes. - Executes library collection weeding projects that are developed by library leadership. - Responds to customer requests for information by providing library reference support. - Processes Intra/Interlibrary loan requests. - Evaluates circulation and technical service policies, procedures, and processes. Recommends improvements. - Supports Library Assistants with Front Desk Operations so that Points of Service are staffed to fully support customer interactions. - If the library program is in a collocated program area, the incumbent shall maintain a knowledge of other programs' points of service. This task ensures that patrons may receive assistance from all MWR front desk team members. - Assists patrons with library equipment such as printers, copiers, computers, projectors, makerspace and gaming devices. - Troubleshoots difficult technology issues for patrons related to library applications and hardware. Library Administrative Support (15%) - Assists the library supervisor with monitoring library expenditures, account balances, and other financial records. - Procures library program related items per DOD / DON policies, procedures, and guidelines. - Ensures inventory control on all property pertinent to the operation of the library program and facility. - Completes required military and library trainings on time. - Mentors Library Assistants by serving as a staff trainer for virtual library resources' applications, Integrated Library Systems (ILS) / Library Management Systems (LMS) usage, customer service and front desk operations. - May act as a building monitor to ensure that building safety requirements are up-to-date.

Specialized experience must demonstrate the following: - Knowledge of specific service operations for libraries that include library programming, technical services, and information services support. - Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions. - Knowledge of one or more automated databases associated with a specific library function to support office and library operations and produce a variety of documents and reports. - Knowledge of bibliographic data elements to include industry standard cataloging rules. - Knowledge of Navy MWR Library's mission. - Knowledge of other MWR programs and their purpose. - Knowledge of library specific technology devices that include computers, laptops, tablets, phones, and makerspace equipment. - Knowledge of library software applications that include electronic resources, integrated library systems, and mobile applications. - Knowledge of program marketing best practices. - Skill in providing excellent customer service. - Skill in the use of technology devices and software applications to include Microsoft Office applications. - Skill in creating documents, and spreadsheets. - Skill in reading comprehension and basic math. - Skill in creating presentations and public speaking. - Skill in accurate data entry. - Ability to work independently and as part of a team. - Ability to communicate both orally and in writing. - Ability to maintain a clear and accurate database. - Ability to establish partnerships and teams.
