The primary purpose of this position is to plan, direct, and organize the Community Legal Service Program and Tax Assistance Program Office of the Staff Judge Advocate, 18th Wing

Major Duties:

  • Plans, organizes, and coordinates the activities of legal assistance personnel in the legal office, ensuring that authorized clients in the local community receive legal assistance in personal civil legal matters, consistent with the requirements established by law and policies of The Judge Advocate General (TJAG) Processes hospital recovery claims and pay patient billing collections Performs duties as the Victim/Witness Assistance Coordinator when required Plans, organizes, and directs the tax assistance program for the 18th Wing, Office of the Staff Judge Advocate (Legal office).

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicant must have one (1) or more years of specialized experience equivalent to at least the GS-07 level in the federal service (or equivalent under other pay systems). Specialized experience is a knowledge of, and skill in applying, comprehensive rules, regulations, techniques, and procedures sufficient to review the circumstances and goals of individuals to apply the combination of benefits, services, or regulatory requirements that will best meet their needs over a span of time; Work requires a thorough knowledge of pertinent parts of the Internal Revenue Code and interaction with the Internal Revenue Service. Advise individuals on all aspects of benefits and services that should be considered in deciding the most advantageous choice or action; and demonstrate alternative formulas for computing benefits with offsetting advantages and disadvantages experience in legal administrative knowledge of regulations and comprehensive government and non-government programs, Casualty and Survivor Benefits Plan. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable federal and state income tax, rules, and pertinent provisions of the Internal Revenue Code, in order to provide subject matter expertise to tax advisor personnel and tax assistance program clients 2. Knowledge of legal tort principles and claims procedures provided by federal statute, Air D=Force Instruction, and United States Forces Japan Instruction, a s it impacts the analysis and processing of hospital recovery claims 3. Sufficient knowledge of applicable laws, Air Force Instructions, and TJAG legal assistance and preventative law policies, as it pertains to the timely provision of community legal services to eligible categories of personnel, identifying emerging legal service's needs, and conveying legal assistance and preventative law information eligible clients 4. Knowledge of safety and security regulations, practices, and procedures 5. Skill in planning, organizing, and directing the functions and staff of a small-to-medium-size organization 6. Ability to research on the Internet to find answers and documents related to legal assistance, claims, and income tax issues; as well as the ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
