Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities

  • Ensures that Education and Training are an integral part of all new NATO capabilities by implementing a 'Training by Design' approach, working closely with HQ Supreme Allied Commander Transformation (SACT), NCI Agency Business Areas, Acquisition / Integrated Product Support (ACQ/IPS) and the Chief Technology Officer (CTO)
  • Provides support to the early phases of NATO Capability Development by giving input to the Training related sections of documents that are integral part of the acquisition and implementation of a new NATO capability, such as the Capability Requirement Brief (CRB), the Capability Program Plan (CPP), Price Proposal (PP), Invitation for Bid (IFB) and Statement of Work (SoW)
  • Supports the implementation of new NATO capabilities with specific Training by Design support: executes and/or supports external parties in the following activities:
    • Training Needs Analysis (TNA)
    • Design and Development of 'NATO fit' training materials
    • Review of contractor developed training products
    • Training Delivery and Availability and Maintenance (A&M) Services
    • Provision and SME advice pertaining to (digital) Training Environment
    • Training Quality Assurance (QA)
    • Exploration and implementation of innovative, blended and online learning methodologies
    • Transition of new learning solutions in to service as integral part of the NCI Academy catalogue.
  • Coordinates Training by Design activities for all three NCI Academy training domains: Cyber Defense and Emerging Technologies (CDET), Command and Control Functional Services (C2FS) and Communications and Deployable Systems Training (CDST)
  • Designs and develops effective, efficient and engaging learning solutions leveraging the appropriate learning technology;
  • Manages the end-to-end development process of learning solutions, working with internal and external parties;
  • Builds and deepens solid relationships across all internal and external NCI Agency customers;
  • Maintains awareness of industry best practises;
  • Deputizes for higher grade staff if required;
  • Performs other duties as may be required

Essential Skills, Experience and Certifications

  • Strong background in Learning and/or cognitive science
  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience;
  • Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 8 years extensive and progressive expertise in duties related to the function of the post;
  • Strong background in Learning and/or cognitive science
  • A minimum of 3 years' experience in managing projects and services in a customer facing role;
  • Experience with analysing business needs and translating them in to performance and learning objectives;
  • Strong vision on innovative Learning and Development in large organisations ;
  • Strong background in Ed-tech:
    • Experience with implementing AI-powered learning solutions and automation for personalized skill development.
    • Experience with Designing scalable learning ecosystems and adaptive learning experiences
    • Experience with various authoring and development tools such as Adobe captivate, Articulate Storyline;
    • Experience with Learning Management Systems such as Moodle, Cornerstone Learning, Degreed, Docebo, Oracle Learning cloud etc.
    • Experience with Agile design and development of innovative learning solutions, including physical course materials, E-learning modules, Micro-Learning, electronic performance support, virtual classrooms, VR/AR supported learning etc;
  • Experience with Learning Analytics, targeting Learning process efficiency, Knowledge and skill acquisition and Individual and collective task performance
  • Experience with industry standard development models such as ADDIE, the Successive Approximation Model (SAM), the Owens– Kadakia Learning Cluster Design (OK-LCD) model, or Action mapping

Education
