Work Arrangement:
This role is categorized as hybrid. This means the successful candidate is expected to report to GM Global Technical Center - Smith Manufacturing B in Warren, MI three times per week, at minimum.
Role Overview:
This individual will partner with leaders and business partners to identify skill and performance gaps, shape strategic learning initiatives, and oversee the development and delivery of impactful programs that align with GM’s business objectives. As the Single Point of Contact (SPOC) for learning within their supported function/organization, the Learning Program Manager ensures that learning strategies deliver measurable value and support a culture of lifelong learning across the enterprise.
This position sits within GM University and will work directly with our Technical Learning University (TLU). TLU brings GM's developing technologies and the upskilling and reskilling of the manufacturing workforce under one roof. Founded in 2017, its mission is to improve the technical ability of GM skilled trades workers and salaried manufacturing employees at the Global Technical Center campus in Warren, Michigan, in a safe and focused learning environment. Since its inception, TLU has trained thousands of GM employees.
Both salaried and hourly programs are designed to allow students to continue to perform their day-to-day work while participating in a series of Monday–Friday training periods at TLU as well as other training modalities.
Within this context, the Learning Program Manager plays a critical role in fostering a culture of continuous learning and development in the manufacturing space, leveraging TLU’s offerings and the broader Global Learning and Development catalogue to address identified performance and capability needs.
Responsibilities:
Collaborate with manufacturing and functional business leaders to understand organizational goals, challenges, and workforce needs.
Assess the current workforce to determine where performance improvements are necessary and conduct performance and skills gap analysis, identifying root causes (skill, environment, incentives, etc.) and recommending tailored solutions.
Serve as the SPOC between business leaders and the Learning & Development Center of Excellence (COE), ensuring learning initiatives are aligned with business priorities and fully leverage both TLU and the broader Global Learning and Development catalogue.
Oversee the end-to-end development of new courses and learning solutions in partnership with instructional designers (in-house or vendor), SMEs, vendors, coordinators, learning data specialists, and facilitators.
Manage the full lifecycle of program design, development, delivery, and evaluation assuring initiatives are on time, within scope, and within budget.
Use data and learner insights to track, evaluate, and report on the impact of learning interventions. Communicate the impact that learning interventions are having on the business in terms of metrics that are meaningful to the business and its leaders.
Establish and maintain trust-based relationships with stakeholders at all levels, acting as a go-to advisor for learning needs within the manufacturing function.
Facilitate open and transparent communication about learning initiatives through regular leader updates, alignment discussions, and ROI reporting.
Champion a culture of continuous improvement and lifelong learning, encouraging participation in learning activities and the application of new skills and knowledge across manufacturing plants and technical teams.
Stay informed about emerging trends and innovations in learning and development and integrate best practices into GM’s learning ecosystem and TLU offerings.
Qualifications:
5+ years of experience in Learning & Development, including 3+ years of experience in program management, with a focus on strategic alignment, stakeholder engagement, and overseeing the creation and delivery of new courses and learning programs, ideally in a technical environment.
Bachelor’s Degree, ideally in related field.
Experience driving learning and capability-building programs within a manufacturing function or similarly technical domain.
Proven success in managing the design, development, delivery, and evaluation of learning programs.

Program Management: Demonstrated ability to manage multiple complex initiatives and competing deadlines while maintaining high levels of organization, thoroughness, and attention to detail.
Analytical Skills: Strong analytical skills, including evaluating program effectiveness, interpreting data, and measuring the impact of learning solutions on individual and organizational performance.
Adaptability: Flexibility to adapt to changing priorities, dynamic business needs, and a fast-paced manufacturing and corporate environment.

Experience working within manufacturing plants and/or developing skilled trade workers or similar technical workforces.
Proven experience in a learning and development role with a strong focus on strategic planning, relationship building, and effective communication in a manufacturing or technical context.
