We are seeking a technically focused Learning Management System (LMS) Subject Matter Expert to support the deployment, configuration, and implementation of enterprise LMSs. This role requires a balance of technical expertise, business process alignment, and stakeholder engagement, while ensuring compliance with complex federal and regulatory standards.
As a key contributor, you will drive the successful implementation and adoption of modernized LMS solutions within complex federal IT environments. Responsibilities include leading technical implementation, system configuration, and data integration, while also providing strategic advisory support to ensure secure, scalable training delivery aligned with enterprise architecture, data governance, cybersecurity, and compliance requirements.
Prior experience working in federally-regulated environments and proximity to the DC-Maryland-Virginia (DMV) area with the ability to go onsite as needed is strongly preferred.
Key Responsibilities
Stand up and configure LMS platforms (Totara, Cornerstone, Moodle) for federal public health clients, ensuring readiness for migration and implementation.
Provide technical guidance on system architecture, configuration options, and optimization opportunities.
Configure dashboards, learning plans, certifications, roles, and permissions tailored to training needs.
Partner with stakeholders to design workflows, notifications, enrollments, and learning pathways.
Document and refine training processes to support approved governance model.
Represent client in high-level, enterprise-level meetings and communicate strategic organizational requirements effectively.
Develop and execute test plans, validate configurations, and support issue resolution.
Adjust configurations as organizational needs evolve and maintain clear documentation of decisions.
Serve as a subject matter expert on LMS best practices, governance, and long-term sustainability.
Basic Qualifications
8 years of total work experience
1 year of experience implementing and configuring enterprise LMS platforms (Totara, Cornerstone, Moodle) and system integrations.
1 year of experience operating in highly regulated federal public health environments with adherence to agency-wide policies, standards, and oversight processes.
Additional Qualifications
Strong understanding of training governance, business process design, and system configuration.
Ability to collaborate across multiple, senior-level stakeholders and agency leaders.
Hands-on expertise in LMS configuration and workflow design.
Familiarity with testing methodologies and user acceptance testing.
Excellent communication and documentation skills.
Preferred Qualifications
Extensive experience with Totara LMS and other enterprise platforms.
Background in technical consulting or professional services.
Knowledge of human-computer interaction and performance-centered design.
Experience with reporting tools and data analytics for LMS environments.

The pay range for this position based on full-time employment is:
