Description:

C3EL is seeking a cleared professional to support our mission at Fort Sill in Oklahoma. The Learning Management Systems (LMS) Course Specialist provides administration, configuration, and lifecycle support for enterprise learning platforms supporting the United States Army Fires Center of Excellence (FCoE). This role supports Blackboard and related training systems, ensures course availability and system functionality, and provides technical assistance to instructors and administrators within a secure DoD training environment.

Responsibilities will include, but not be limited to:

  • Administer and maintain Blackboard and associated learning platforms.
  • Create, configure, and manage online course shells and user access.
  • Provide technical support to instructors and training staff.
  • Troubleshoot LMS system performance and user access issues.
  • Maintain course lifecycle documentation and system configuration records.
  • Ensure course content meets accessibility and compliance standards.
  • Support integration of LMS platforms with enterprise IT systems.
  • Monitor system performance and coordinate upgrades or patches as required.
  • Provide reporting and data extraction related to course usage and system metrics.
  • Support training system sustainment and transition activities.

 

Required Qualifications:

  • U.S. Citizenship.
  • An active, in-scope US Government issued Secret clearance.
  • Professional knowledge, skills, and experience developing and sustaining Learning Management System (LMS) capabilities.
  • Demonstrated experience with Army Distributed Learning Systems, with proof of two (2) or more years of experience in each of the following: developing courses with LMS, administering courses in LMS, managing community engagement with LMS, managing content in LMS, and developing and sustaining online training sites.
  • Experience supporting Blackboard or similar learning management systems.
  • Experience troubleshooting user access and system configuration issues.
  • Familiarity with structured IT service management environments.
  • Strong documentation and coordination skills.

 

Required Certifications:

  • Must complete the following Army Online Blackboard training within 30 days of contract award:
    • Blackboard 101 Instructors Basic Training (10 hours)
    • Blackboard 201 Exemplary Course Design Training (14 hours)
    • Blackboard 301 Domain Administrator Training (4 hours)
    • Blackboard Institutional Hierarchy Training (3 hours)
    • Blackboard Learning Content Management System (LCMS) Interface to Army Training Requirements and Resource System (ATRRS) Training (2 hours)
    • Blackboard Certificate Management Tool Training (2 hours).

 

Preferred Qualifications:

  • Experience supporting Army or DoD training environments.
  • Experience integrating LMS platforms with Microsoft 365 or enterprise systems.
  • Experience with data reporting and analytics tools.
  • Experience supporting large institutional training operations.

 

Education:

  •  A minimum of a High School diploma or equivalent is required.
