Role Overview

The Learning & Development Business Partner (L&D BP) plays a pivotal role in shaping and delivering the organisation’s learning strategy, partnering closely with business leaders to identify capability gaps and create targeted development solutions. The role strengthens organisational capability across the organisation by designing, delivering, and embedding learning that drives productivity, safety, quality, and long‑term workforce development. Acting as a strategic advisor, the L&D BP enables a culture of continuous improvement that supports employee growth and enhances overall organisational performance.
 

Reporting to the Divisional Head of L&D, with a day‑to‑day reporting line to the Head of HR – Civils, this role will provide dedicated support to the Civils management team, ensuring consistency and alignment with the wider group.

Key Responsibilities

  • Partner with leaders and managers to diagnose capability gaps and translate business priorities into targeted learning strategies.
  • Use data, performance metrics, and workforce insights to shape annual development plans.
  • Develop and deliver blended learning programmes across onboarding, technical, leadership, compliance, and continuous improvement areas in collaboration with Training & Development Coordinator.
  • Facilitate workshops, coaching sessions, and on‑the‑job learning to support employee development at all levels.
  • Drive skills mapping, career pathways, and talent reviews to support succession planning and talent development.
  • Manage internal and external training provision, including relationships with vendors and accrediting bodies.
  • Support apprenticeship programmes, early‑career pathways, and long‑term capability development.
  • Maintain accurate training records and support audits, inspections, and accreditation processes.
  • Evaluate the effectiveness of learning interventions using measurable outcomes including productivity, quality, and engagement.
  • Promote and embed a culture of continuous learning, improvement, and knowledge‑sharing.

Skills and Experience

  • Educated to degree level or equivalent in a HRM discipline
  • CIPD Level 5 (Organisational L&D)
  • Proven experience in learning & development, talent development, or organisational development.
  • Experience in digital content creation, and in designing and delivering training programmes.
  • Strong understanding of adult learning principles, instructional design, and blended learning methods.
  • Excellent facilitation, coaching, and stakeholder‑engagement skills.
  • Strong project management, organisational, and communication skills.
  • Clear and engaging communication and presentation style.
  • Ability to analyse performance data and translate insights into development solutions.
  • Proficiency in Learning & Development systems and related software tools.
  • Must have a valid UK Driving Licence.
