Salary: $64,467 annual

Work Schedule: Monday – Friday

Primary Hours: 8:00 a.m. – 5:00 p.m.

Position Purpose  

The Learning and Development Specialist III serves as a senior-level trainer and instructional designer responsible for leading the design, development, and delivery of high-impact learning solutions that advance the agency’s strategic priorities and workforce capabilities. This role functions as a subject-matter expert in adult learning, instructional design, and facilitation, translating complex business, technical, and leadership needs into engaging, measurable learning experiences.  

The Specialist III partners closely with subject matter experts, leaders, and learning partners to conduct needs analyses, architect comprehensive learning solutions, and deliver instructor-led, blended, and digital training. This role plays a critical role in ensuring training quality, consistency, and effectiveness across the organization while modeling best practices in facilitation, instructional design, and learning evaluation. The objective of this role is to elevate organizational performance and capability through expertly designed and delivered learning experiences that support the mission of the Oklahoma Health Care Authority to provide better health and better care for Oklahomans.  

Principal Activities May Include 

  • Principal job duty is to serve as the lead facilitator for agency-wide learning initiatives—including compliance, onboarding, leadership, technical, and professional skills training—delivering engaging instruction and guiding participant learning experiences.  

  • Instructional design responsible for curriculum architecture, learning strategy, content development, and aligning instructional materials to organizational goals and adult learning principles.   

  • Conduct in-depth training needs analyses and translate business requirements into learning strategies, curricula, and instructional solutions.  

  • Design, develop, test, implement, and continuously improve instructor-led, virtual, blended, and asynchronous learning programs using evidence-based adult learning principles.   

  • Create high-quality instructional materials, including lesson plans, facilitator guides, participant materials, videos, job aids, assessments, and multimedia content.  

  • Facilitate complex and high-visibility training sessions for a blend of audiences, including executives, managers, and cross-functional teams.  

  • Partner with subject matter experts (SMEs) to extract, structure, and translate content into learner-centered instructional designs.  

  • Lead evaluation efforts by analyzing learner feedback, participation data, and performance outcomes to improve learning effectiveness and demonstrate impact.  

  • Provide advanced support, advocacy, and quality assurance for the Learning Management System (LMS), including course structure, learning paths, reporting, and learner experience.  

  • Work collaboratively with team and model best practices and supporting skill development (without formal supervisory responsibility).  

  • Collaborate with learning partners and Organizational Development staff to align learning solutions with competencies, leadership frameworks, and organizational goals.  

  • Support the design and facilitation of leadership development programs, mentoring initiatives, and agency-wide learning events.  

  • Serve as producer or lead facilitator for high-impact virtual or in-person learning sessions and events.  

  • Participate in agency councils, committees, or special projects requiring advanced learning expertise.  

  • Maintain current knowledge of instructional design trends, learning technologies, and facilitation best practices; obtain or maintain relevant certifications as required.  

  • Coordinate and facilitate new employee orientation.  

  • Work collaboratively with Human Resources.   

  • Other duties as assigned.  

Knowledge, Skills, Abilities and Competency Requirements 

This position requires in-depth knowledge of training program design, adult learning theory, compliance standards, and enterprise learning systems, including Workday Learning, to ensure programs are both effective and aligned with organizational priorities. The role demands strong skills in communication, cross-functional collaboration, data analysis, and content development to design impactful learning experiences, manage the Learning Management System, and evaluate measurable outcomes. The ability to translate complex requirements into clear, actionable training while adapting to shifting priorities and stakeholder needs is essential. Education and/or Experience:  

  • Bachelors degree and 1 year of experience in education or training plus 1 additional year of qualifying experience in software applications used for rapid development of training materials and online courses OR  

  • An equivalent combination of education and experience, substituting 1 year of qualifying experience for each year of the bachelor’s degree and 1 year of experience in education or training plus 1 additional year of qualifying experience in software applications used for rapid development of training materials and online courses or 

  • A master's degree in adult education or human resource development plus 1 additional year of qualifying experience in software applications used for rapid development of training materials and online courses. 

  • *Must be willing to obtain Korn Ferry Alliance Trainer Certification with first 6 months of employment.   

Preference Qualifications Include 

  • Certifications in any of the following areas: Certified Professional in Learning and Performance (CPLP) or Certified Professional in Talent Development (CPTD), SHRM Certified Professional (SHRM-CP) or Professional in Human Resources (PHR), Korn Ferry Leadership Architect Certification, Korn Ferry Alliance Trainer Certification, Certification in Adult Learning Principles or Instructional Design, Knowledge Management Certification.  

  • Experience with Learning Management Systems (LMS) administration, specifically Workday.  

 

Physical Demands and Work Environment 

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. In the course of performing job duties, employees are required to speak, stand, walk, and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
