ABOUT THIS JOB

Position Specific Summary:

The Lead Systems Analyst – Artificial Intelligence (AI) position at the City of Tucson’s Information Technology Department is responsible for the design, development, and deployment of cutting-edge AI solutions. This hybrid role combines strategic product ownership with deep technical expertise. This position will be responsible for shaping the roadmap of AI-driven products, collaborating with cross-functional teams, and building scalable, ethical, and impactful solutions that solve real-world problems. In addition to new development, they’ll also oversee the administration and ongoing maintenance of existing AI systems to ensure performance, reliability, and alignment with evolving business needs.

Work is performed under the supervision of the IT Administrator. This position does not supervise. 

Duties and Responsibilities:

  • Leads user adoption training for AI systems and resources, along with cross-functional teams for rollout of AI systems. Mentors, provides guidance and feedback to staff.

  • Defines and owns the product vision, strategy, and roadmap for AI initiatives.

  • Translates business needs into technical requirements and business strategies.

  • Designs, develops, and deploys AI models and applications using modern frameworks (e.g., PyTorch, TensorFlow, Hugging Face).

  • Administers and maintains existing AI projects, ensuring operational stability, performance optimization, and timely updates.

  • Oversees AI operations responsibilities such as model monitoring, retraining, and governance.

  • Designs and configures data pipelines, APIs (Advanced Programming Interface), and structured or unstructured data.

  • Enables AI integration with core city systems.

  • Ensures compliance with AI governance standards, including fairness, transparency, and privacy.

  • Monitors performance, gathers feedback, and iterates product features.

  • Conducts research on emerging AI trends, tools, and technologies.

  • Performs other duties and tasks as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's
Experience: Five (5) years of relevant experience

Any combination of relevant education and experience may be substituted on a year-for-year basis.

A valid and unrestricted driver’s license with two (2) years of licensed driving is required.

Preferred Qualifications:

7+ years of experience in software development, with at least 3 years focused on AI/ML

Master’s degree in Computer Science, Data Science, Management Information Systems, or related field

Experience with generative AI, LLMs, or NLP applications

Proven experience as a Product Owner or Technical Product Manager in AI or data-driven products

Strong proficiency in Python and AI/ML libraries (e.g., scikit-learn, PyTorch, TensorFlow)

Experience with cloud platforms (Azure, AWS, or GCP) and MLOps pipelines

Excellent communication and stakeholder management skills

Familiarity with agile methodologies and product lifecycle management

Certifications in AI/ML or product management is a plus
